HOUSE RESOLUTION

 
2    WHEREAS, The Sexuality Information and Education Council
3of the United States reports that Illinois teens experience
4higher percentages of forced sexual intercourse, dating
5violence, and physical or sexual violence compared to the
6national average; and
 
7    WHEREAS, The Center for Disease Control reports 1 in 3
8women and 1 in 4 men have experienced sexual violence involving
9sexual contact; and
 
10    WHEREAS, 1 in 9 females and 1 in 36 male high school
11students reported experiencing sexual dating violence in the
12last year; and
 
13    WHEREAS, Members of the LGBTQ+ community face greater rates
14of sexual violence compared to heterosexual individuals; and
 
15    WHEREAS, Around half of transgender people are sexually
16assaulted in their lifetime; and
 
17    WHEREAS, Approximately 1.8 million cases of Chlamydia and
18over 500,000 cases of Gonorrhea were reported to the CDC in
192018; and

1    WHEREAS, In 2017, Illinois ranked 10th for the rate of
2Chlamydia and Syphilis cases and was ranked 17th for the rate
3of Gonorrhea cases; and
 
4    WHEREAS, Sexually transmitted diseases cost the U.S.
5healthcare system $16 billion annually; and
 
6    WHEREAS, Comprehensive sex education means that the sex
7education curriculum fully meets the seven topics of the
8National Sexuality Education Standards: Anatomy and
9Physiology, Puberty and Adolescent Development, Identity,
10Pregnancy and Reproduction, Sexually Transmitted Disease and
11HIV, Healthy Relationships (which includes consent education),
12and Personal Safety; and
 
13    WHEREAS, Comprehensive sex education has been proven to
14reduce teen pregnancy and STD rates as well as to increase
15contraceptive use and help young people have healthy
16relationships; and
 
17    WHEREAS, the CDC found a 12% reduction in sexual
18risk-taking among students who had comprehensive sex
19education; therefore, be it
 
20    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
21HUNDRED FIRST GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that

1we recognize every student has the right to comprehensive sex
2education, and we support organizations and schools that are
3providing comprehensive sex education; and be it further
 
4    RESOLVED, That comprehensive sex education is necessary to
5aid in the reduction of the high rates of sexual violence and
6STDs.
