HOUSE RESOLUTION

 
2    WHEREAS, the State of Illinois ensures the right to use
3sick leave benefits provided by employers for absences due to
4illness, injury, or appointment of an employee or their family;
5and
 
6    WHEREAS, the Federal Railway Labor Act was passed in 1926
7and amended in 1936 to include airplane employees; the Act was
8designed to prevent disruptive strikes by facilitating a system
9of bargaining and arbitration to resolve Major and Minor
10disputes between rail and plane employees and their employers;
11and
 
12    WHEREAS, the Federal Railway Labor Act limits the State of
13Illinois by excluding rail and plane employees from receiving
14the same benefits for family sick leave as those employed
15across Illinois; and
 
16    WHEREAS, the right to use earned sick days for family
17emergencies is protected by law in the State of Illinois and by
18the Federal Family and Medical Leave Act, and the exclusion of
19rail and plane employees is detrimental to their well-being and
20the safety of their families; therefore, be it
 
21    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE

1HUNDRED FIRST GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
2the State of Illinois urges the federal government to remedy
3the situation by encouraging dialogue between employers and
4unions in order to guarantee the same family sick leave rights
5to rail and plane employees that are available to employees
6across the state; and be it further
 
7    RESOLVED, That suitable copies of this resolution be
8delivered to the Illinois Congressional Delegation.
