HOUSE RESOLUTION

 
2    WHEREAS, Illinois is coping with a global outbreak of the
3coronavirus, the COVID-19 pandemic, which has led to widespread
4illness and death and has disrupted the lives of all
5Illinoisans; and
 
6    WHEREAS, The Governor of Illinois has issued a series of
7emergency executive orders in response to the COVID-19
8pandemic; and
 
9    WHEREAS, Illinois public and private colleges have faced
10unprecedented financial challenges, spending hundreds of
11millions of dollars in unbudgeted funds supporting their
12students, faculty, and staff; these colleges have also had to
13reduce programs in addition to laying off and furloughing
14workers; and
 
15    WHEREAS, Many Illinois public and private college students
16are African American or Latinx and first-generation college
17students, meaning they are the first in their family to go to
18college, and they are facing an urgent situation because of
19family financial pressures; and
 
20    WHEREAS, The Coronavirus Aid, Relief, and Economic
21Security (CARES) Act passed by Congress brought only minimal

1relief to Illinois public and private colleges and universities
2for investments in campus safety, including social distancing,
3sanitation, and diagnostic testing measures; therefore, be it
 
4    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
5HUNDRED FIRST GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
6we urge the U.S. Congress to approve a COVID-19 relief package
7of at least $120 billion that includes funding for public and
8private colleges and universities for student and
9institutional needs, reopening costs, technology costs, and
10lost revenue due to the pandemic and also includes limited
11liability protection for these institutions; and be it further
 
12    RESOLVED, That a suitable copy of this resolution be
13presented to each member of the Illinois Congressional
14Delegation and the President of the United States.
