1    AN ACT concerning education.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Behavioral Health Workforce Education
5Center Task Force Act is amended by changing Section 5 as
6follows:
 
7    (110 ILCS 165/5)
8    Sec. 5. Behavioral Health Workforce Education Center Task
9Force.
10    (a) The Behavioral Health Education Center Task Force is
11created.
12    (b) The Task Force shall be composed of the following
13members:
14        (1) the Executive Director of the Board of Higher
15    Education, or his or her designee;
16        (2) a representative of Southern Illinois University
17    at Carbondale, appointed by the chancellor of Southern
18    Illinois University at Carbondale;
19        (3) a representative of Southern Illinois University
20    at Edwardsville, appointed by the chancellor of Southern
21    Illinois University at Edwardsville;
22        (4) a representative of Southern Illinois University
23    School of Medicine, appointed by the President of Southern

1    Illinois University;
2        (5) a representative of the University of Illinois at
3    Urbana-Champaign, appointed by the chancellor of the
4    University of Illinois at Urbana-Champaign; :
5        (6) a representative of the University of Illinois at
6    Chicago, appointed by the chancellor of the University of
7    Illinois at Chicago;
8        (7) a representative of the University of Illinois at
9    Springfield, appointed by the chancellor of the University
10    of Illinois at Springfield;
11        (8) a representative of the University of Illinois
12    School of Medicine, appointed by the President of the
13    University of Illinois;
14        (9) a representative of the University of Illinois at
15    Chicago Hospital & Health Sciences System (UI Health),
16    appointed by the Vice Chancellor for Health Affairs of the
17    University of Illinois at Chicago;
18        (10) a representative of the Division of Mental Health
19    of the Department of Human Services, appointed by the
20    Secretary of Human Services;
21        (11) 2 representatives of a statewide organization
22    representing community behavioral healthcare, appointed by
23    the President of Southern Illinois University from
24    nominations made by the statewide organization; and
25        (12) one representative from a hospital located in a
26    municipality with more than 1,000,000 inhabitants that

1    principally provides services to children.
2    (c) The Task Force shall meet to organize and select a
3chairperson from the non-governmental members of the Task Force
4upon appointment of a majority of the members. The chairperson
5shall be elected by a majority vote of the members of the Task
6Force.
7    (d) The Task Force may consult with any persons or entities
8it deems necessary to carry out its purposes.
9    (e) The members of the Task Force shall receive no
10compensation for serving as members of the Task Force.
11    (f) The Task Force shall study the concepts presented in
12House Bill 5111, as introduced, of the 100th General Assembly.
13Additionally, the Task Force shall consider the fiscal means by
14which the General Assembly might most effectively fund
15implementation of the concepts presented in House Bill 5111, as
16introduced, of the 100th General Assembly. The Task Force must
17recognize that the behavioral health workforce is comprised of
18a broad range of professions providing prevention, treatment,
19and rehabilitation services for mental health conditions and
20substance use disorders. To address workforce capacity issues
21that impact access to care, the Task Force must engage in
22extensive planning and data collection. Because there is no
23central data repository that exists for Illinois' behavioral
24health workforce, the Task Force must identify a data set,
25which is a foundational step to analyzing and providing
26recommendations to the concepts presented in House Bill 5111,

1as introduced, of the 100th General Assembly.
2    (g) The Task Force shall submit its findings and
3recommendations to the General Assembly on or before December
431, 2019 September 28th, 2018. The report to the General
5Assembly shall be filed with the Clerk of the House of
6Representatives and the Secretary of the Senate in electronic
7form only, in the manner that the Clerk and the Secretary shall
8direct.
9    (h) The Board of Higher Education shall provide technical
10support and administrative assistance and support to the Task
11Force and shall be responsible for administering its operations
12and ensuring that the requirements of this Act are met.

14    Section 99. Effective date. This Act takes effect upon
15becoming law.
