2 | | AMENDMENT NO. ______. Amend Senate Bill 1621 by replacing |
3 | | everything after the enacting clause with the following:

4 | | "Section 5. The Illinois Complete Count Commission Act is |
5 | | amended by changing Sections 5, 15, 20, and 25 as follows: |

8 | | Sec. 5. Commission; members; meetings. |
9 | | (a) The Illinois Complete Count Commission is created, |
10 | | which shall consist of the following members: |
11 | | (1) the President of the Senate or his or her designee; |
12 | | (2) the Speaker of the House of Representatives or his |
13 | | or her designee; |
14 | | (3) the Minority Leader of the Senate or his or her |
15 | | designee; |
16 | | (4) the Minority Leader of the House of Representatives |

1 | | or his or her designee; |
2 | | (5) the Mayor of Chicago or his or her designee; |
3 | | (6) the Governor or his or her designee; |
4 | | (6.5) the Lieutenant Governor or his or her designee; |
5 | | (7) the Secretary of State or his or her designee; |
6 | | (8) the President of the Cook County Board or his or |
7 | | her designee; |
8 | | (9) three individuals representing units of local |
9 | | government outside of the City of Chicago, reflecting the |
10 | | geographic diversity of the State, appointed by the |
11 | | Secretary of State; |
12 | | (10) four individuals representing units of local |
13 | | government outside of the City of Chicago, reflecting the |
14 | | geographic diversity of the State, appointed by the |
15 | | Governor; |
16 | | (11) one representative each from four different |
17 | | organizations representing the interests of minorities in |
18 | | the State appointed by the Secretary of State; and |
19 | | (12) one representative each from three different |
20 | | organizations representing the interests of business in |
21 | | the State, including one organization representing |
22 | | minority business interests appointed by the Governor.

23 | | (b) Members shall serve at the pleasure of their respective |
24 | | appointing official and vacancies shall be filled in the same |
25 | | manner as the initial appointment. Members serving on the |
26 | | Commission on the effective date of this amendatory Act of the |

1 | | 101st General Assembly may be reappointed as members for |
2 | | consecutive decennial census terms. Any vacancies occurring on |
3 | | or after the effective date of this amendatory Act of the 101st |
4 | | General Assembly may be filled by the Lieutenant Governor. |
5 | | (c) The Lieutenant Governor Secretary of State shall serve |
6 | | as chairperson of the Commission. The Commission shall meet at |
7 | | the call of the chair or upon request of any 10 members of the |
8 | | Commission.

12 | | Sec. 15. Duties. |
13 | | (a) The Commission shall develop, recommend, and assist in |
14 | | the administration of a census outreach strategy to encourage |
15 | | full participation in the 2020 federal decennial census of |
16 | | population required by Section 141 of Title 13 of the United |
17 | | States Code. |
18 | | (b) The census outreach strategy shall include, but not be |
19 | | limited to, State agency initiatives to encourage |
20 | | participation in the 2020 Census, the establishment and support |
21 | | of school-based outreach programs, partnerships with |
22 | | non-profit community-based organizations, and a multi-lingual, |
23 | | multi-media campaign designed to ensure an accurate and |
24 | | complete count of Illinois' population. |
25 | | (b-5) The census outreach strategy shall have a strategic |

1 | | focus on addressing hard to count and underserved communities |
2 | | that the census historically overlooks, including, but not |
3 | | limited to, communities of color, urban and rural low-income |
4 | | households, immigrants, populations with language barriers, |
5 | | homeless persons, senior citizens, veterans, and young |
6 | | children. |
7 | | (c) To assist in carrying out its duties, the Commission |
8 | | may create and appoint subcommittees as it deems appropriate |
9 | | and shall solicit participation from relevant experts and |
10 | | practitioners involved in census issues.

14 | | Sec. 20. Coordination; support. |
15 | | (a) The Illinois Complete Count Commission outreach |
16 | | strategy shall be coordinated through the Office of the |
17 | | Lieutenant Governor Secretary of State which shall provide |
18 | | administrative support to the Commission and coordinate with |
19 | | all State agencies and constitutional officers, as well as |
20 | | units of local government, to identify effective methods of |
21 | | outreach to Illinoisans and to provide resources to ensure the |
22 | | outreach program is successful and that all Illinoisans are |
23 | | counted. |
24 | | (a-5) The Commission shall work with local cities, |
25 | | municipalities, villages, and townships to encourage them to |

1 | | form their own Complete Count Committees. These Committees |
2 | | shall be established by either resolution or proclamation to |
3 | | work in conjunction with the Commission established under this |
4 | | Act. It is the Commission's goal for every District in the |
5 | | General Assembly to form, fund, and appoint members to each |
6 | | local Committee. Local Committees shall work with the |
7 | | Commission to design and implement census outreach strategy |
8 | | efforts in their perspective areas. |
9 | | (a-10) The Commission shall establish relationships with |
10 | | independent organizations, such as nonprofit organizations, |
11 | | community organizations, local and statewide businesses, |
12 | | elementary and secondary schools, institutions of higher |
13 | | education, and congregations, in each District of the General |
14 | | Assembly to encourage and assist them to create Complete Count |
15 | | Committees. The Commission may accept financial support from |
16 | | nonprofit organizations and charitable foundations, including |
17 | | corporate charitable foundations. |
18 | | (b) All State agencies shall inform the Office of the |
19 | | Lieutenant Governor Secretary of State of their designated |
20 | | census coordinator and cooperate with the Commission and |
21 | | provide support to the Commission. For the purposes of this |
22 | | Section, "State agencies" means any executive agency or |
23 | | department directly responsible to the Governor. Other |
24 | | entities of State government, including other constitutional |
25 | | officers, the offices of the legislative and judicial branches, |
26 | | and units of local government shall cooperate and provide all |

1 | | reasonable assistance to the Commission.

5 | | Sec. 25. Reports. The Commission shall submit an interim |
6 | | report to the General Assembly by November 30, 2018, containing |
7 | | its recommended outreach strategy to encourage full |
8 | | participation and to avoid an undercount in the 2020 Census; |
9 | | thereafter, the Commission through reports and presentations, |
10 | | shall advise the Governor and General Assembly not less than |
11 | | quarterly on its work. Six months prior to the decennial |
12 | | census, the Commission shall advise the Governor and the |
13 | | General Assembly on a monthly basis. The the Commission shall |
14 | | submit a its final report to the General Assembly no later than |
15 | | January 1, 2020 June 30, 2019 , specifying its recommended |
16 | | outreach strategy for implementation for the 2020 Census. The |
17 | | Commission shall submit a final report to the General Assembly |
18 | | no later than December 31, 2020 detailing the work of the |
19 | | Commission concerning outreach, promotion, and community |
20 | | support during the 2020 calendar year.

21 | | Post-decennial census activities shall include, but not be |
22 | | limited to, a report prepared by the Commission to be received |
23 | | and filed by the General Assembly detailing the Commission's |
24 | | efforts for the 2020 Census, including the background on the |
25 | | State's population at the time, targeted populations, |

1 | | description of Commission members and subcommittees, the |
2 | | State's overall efforts, partnerships, materials distributed, |
3 | | and decennial-specific Census results for Illinois. Such |
4 | | record-keeping will enrich the State's historical archive and |
5 | | assist future Commission efforts. |

7 | | Section 99. Effective date. This Act takes effect upon |
8 | | becoming law.".
