AMENDMENT TO SENATE BILL 1863

2    AMENDMENT NO. ______. Amend Senate Bill 1863, AS AMENDED,
3with reference to page and line numbers of House Amendment No.
45, on page 4, line 10, by replacing "subsection (d) of Section
52B-55" with "Section 2B-60"; and
 
6on page 6, by replacing line 22 with "September 24, 2020.
7Except for electors applying under Article 20, any elector
8submitting an application for a vote by mail ballot on or"; and
 
9on page 10, line 15, after "to", by inserting "an application
10processed pursuant Section 1A-16.1 or"; and
 
11by replacing line 13 of page 14 through line 10 of page 15 with
12the following:
13    "(a) All laws and rules regarding the provisions of
14election judges shall be in effect for the 2020 general
15election, provided that notwithstanding any law to the

1contrary, any individual may be appointed to serve as an
2election judge if, as of the date of the election at which the
3person serves as judge, he or she has attained the age of 16.";
4and
 
5on page 18, by deleting lines 2 through 7; and
 
6on page 19, by deleting lines 13 through 21; and
 
7on page 19, line 22, by replacing "(e)" with "(d)"; and
 
8on page 20, line 6, by replacing "(f)" with "(e)"; and
 
9on page 20, by replacing line 14 through 20 with the following:
 
10    "(10 ILCS 5/2B-60 new)
11    Sec. 2B-60. Reimbursement for 2020 general election
12expenses.
13    (a) Each election authority shall comply with the
14requirements of this amendatory Act of the 101st General
15Assembly. The State Board of Elections may withhold any
16reimbursements for election related costs if an election
17authority is found to have failed to comply with the provisions
18of this amendatory Act of the 101st General Assembly.
19    (b) Subject to receipt and availability of federal funds,
20the State Board of Elections may adopt emergency rules subject

1to the provisions of Section 5-45 of the Illinois
2Administrative Procedure Act to establish a program to provide
3reimbursement to election authorities for expenses related to
4the 2020 general election incurred as a result of COVID-19 and
5the requirements of this amendatory Act of the 101st General
6Assembly that are deemed necessary for the safety of the public
7and in response to COVID-19.".
