2 | AMENDMENT NO. ______. Amend Senate Bill 1932, AS AMENDED, | ||||||
3 | by replacing everything after the enacting clause with the | ||||||
4 | following:
| ||||||
5 | "Section 5. The Property Tax Code is amended by adding | ||||||
6 | Section 24-36 as follows: | ||||||
7 | (35 ILCS 200/24-36 new) | ||||||
8 | Sec. 24-36. Property Tax Relief Task Force. | ||||||
9 | (a) The Property Tax Relief Task Force is created. The Task | ||||||
10 | Force shall utilize a racial and economic equity lens to | ||||||
11 | identify the causes of increasingly burdensome property taxes | ||||||
12 | across Illinois, review best practices in public policy | ||||||
13 | strategies that create short-term and long-term property tax | ||||||
14 | relief for homeowners, and make recommendations to assist in | ||||||
15 | the development of short-term and long-term administrative, | ||||||
16 | electoral, and legislative changes needed to create short-term |

1 | and long-term property tax relief for homeowners. | ||||||
2 | (b) The members of the Property Tax Relief Task Force shall | ||||||
3 | include and represent the diversity of the people of Illinois, | ||||||
4 | and shall be composed of the following: | ||||||
5 | (1) members appointed by the Governor; | ||||||
6 | (2) members of the House of Representatives appointed | ||||||
7 | by the Speaker of the House of Representatives; | ||||||
8 | (3) members of the House of Representatives appointed | ||||||
9 | by the Minority Leader of the House of Representatives; | ||||||
10 | (4) members of the Senate appointed by the Senate | ||||||
11 | President; and | ||||||
12 | (5) members of the Senate appointed by the Senate | ||||||
13 | Minority Leader. | ||||||
14 | The members of the Task Force shall serve without | ||||||
15 | compensation and shall elect co-chairs from among their number. | ||||||
16 | (c) The Department of Revenue shall provide administrative | ||||||
17 | support for the Task Force. The State Board of Education and | ||||||
18 | the Governor's Office of Management and Budget shall | ||||||
19 | collaborate with the Task Force as requested by the Task Force. | ||||||
20 | (d) Within 90 days after the effective date of this | ||||||
21 | amendatory Act of the 101st General Assembly, the Task Force | ||||||
22 | shall submit an initial report to the Governor and General | ||||||
23 | Assembly outlining short-term and long-term administrative, | ||||||
24 | electoral, and legislative changes needed to create short-term | ||||||
25 | and long-term property tax relief for homeowners. | ||||||
26 | (e) The Task Force shall submit a final report to the |

1 | Governor and the General Assembly outlining short-term and | ||||||
2 | long-term administrative, electoral, and legislative changes | ||||||
3 | needed to create short-term and long-term property tax relief | ||||||
4 | for homeowners by December 31, 2019. | ||||||
5 | (f) This Section is repealed December 31, 2020.

6 | Section 99. Effective date. This Act takes effect upon | ||||||
7 | becoming law.".
