2 | | AMENDMENT NO. ______. Amend Senate Bill 2052 on page 18, |
3 | | line 18, by replacing " 2 " with " 4 "; and
|
4 | | on page 18, line 19, by replacing " or " with " and "; and
|
5 | | on page 18, line 22, after " reasons ", by inserting " (not |
6 | | including water disconnection) "; and
|
7 | | on page 19, line 9, after the period, by inserting |
8 | | " Additionally, the municipality shall give notice in a |
9 | | newspaper of general circulation published in the municipality |
10 | | of the municipality's intent to have the property declared |
11 | | abandoned; a judicial deed may not be issued under this |
12 | | subsection unless the municipality has provided the court a |
13 | | copy of the newspaper notice and at least 30 days have passed |
14 | | since the newspaper notice was published. "; and

1 | | on page 23, line 5, after the period, by inserting " The amount |
2 | | of extinguished tax liens, delinquent taxes, and any taxes due |
3 | | on or after the issuance of the judicial deed shall be paid by |
4 | | the municipality or public agency to whom the judicial deed was |
5 | | issued out of proceeds of the sale of the property, if any. "; |
6 | | and

7 | | on page 23, immediately below line 5, by inserting the |
8 | | following: |
9 | | " If a judicial deed was issued to a public agency under |
10 | | this subsection, the public agency must first provide |
11 | | exclusively to low-income, owner-occupied purchasers a |
12 | | "first-look period" of no less than 30 days after the issuance |
13 | | of the judicial deed. During the first-look period, property |
14 | | obtained under this subsection may not be offered to such |
15 | | individuals in an amount more than 50% of the property's fair |
16 | | market value and must be advertised in a multiple listing |
17 | | service or other similar information source. After the |
18 | | first-look period has expired, the public agency may offer |
19 | | property at an amount determined by the public agency. ".
