    Amends various Acts relating to the governance of public universities. Sets forth requirements concerning mandatory student fees, including the establishment of a system of internal controls over mandatory student fees, an assessment of each mandatory student fee, and the establishment of separate funds. Amends the Higher Education Student Assistance Act. Requires an institution of higher learning to provide a financial aid shopping sheet to each prospective student as part of the institution's financial aid offer to that student. Requires the Illinois Student Assistance Commission to develop a model format for the shopping sheet; sets forth what the model shopping sheet must include. Requires each institution to utilize either the model shopping sheet or the most current financial aid shopping sheet developed by the United States Department of Education or the United States Consumer Financial Protection Bureau. Effective July 1, 2020.

1    AN ACT concerning education.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The University of Illinois Act is amended by
5adding Section 120 as follows:
 
6    (110 ILCS 305/120 new)
7    Sec. 120. Student fee transparency. The Board of Trustees
8shall do all of the following:
9        (1) Develop written policies and procedures that
10    establish a system of internal controls over the
11    development and management of mandatory student fees and
12    ensure that these controls are applied consistently. The
13    written policies shall define who is responsible for the
14    assessment or adjustment of the mandatory student fees and
15    shall include guidelines for monitoring whether mandatory
16    student fee revenue is used efficiently and for the
17    intended purpose.
18        (2) Assess each of the University's mandatory student
19    fees individually and document the criteria and
20    justification for any adjustments made to the fees. For
21    each mandatory student fee, the documentation shall
22    include, at a minimum, the purpose of the student fee, the
23    criteria used to determine its rate, the projected

1    mandatory fee revenue, and the appropriate use of the
2    revenue.
3        (3) Establish a separate fund in the University's
4    budget for each mandatory student fee to promote
5    transparency of fee revenue and expenditures.

7    process to accurately identify transactions related to
8    mandatory student fee activity and the expenditures
9    related to each of the mandatory student fees.
10        (5) Include in the University's description of its
11    mandatory student fees all uses of the fee moneys,
12    including salaries.
 
13    Section 10. The Southern Illinois University Management
14Act is amended by adding Section 100 as follows:
 
15    (110 ILCS 520/100 new)

18    development and management of mandatory student fees and

25    Section 50. The Higher Education Student Assistance Act is

1amended by adding Section 84 as follows:
 
2    (110 ILCS 947/84 new)
3    Sec. 84. Financial aid shopping sheet.
4    (a) An institution shall provide a financial aid shopping
5sheet to each prospective student as part of the institution's
6financial aid offer to that student. The purpose of the
7shopping sheet shall be to provide prospective students and
8their families with clear information on the costs, loan
9options, and estimated debt that the student will incur in
10attending the institution and to allow students and families to
11easily evaluate and compare financial aid packages from
12different institutions.
13    (b) The Commission shall develop a model format for the
14shopping sheet required by subsection (a). Each institution
15shall utilize either the model format developed by the
16Commission or the most current financial aid shopping sheet
17developed by the United States Department of Education or the
18United States Consumer Financial Protection Bureau. The model
19shopping sheet developed by the Commission shall include, at a
20minimum, all of the following information:
21        (1) The total cost for one year of attendance at the
22    institution, including tuition, student fees, room and
23    board costs, the cost of books and materials, and
24    transportation and other educational costs.
25        (2) The total amount per year of grants and

1    scholarships awarded to the student, including any grants
2    and scholarships from the institution, federal grants,
3    State grants, or other scholarships.
4        (3) The total net amount the student will owe for one
5    year of attendance at the institution, after taking into
6    account any grants and scholarships.
7        (4) The total amount per year of student loans and work
8    study funds that the student is eligible for, broken down
9    by federal Perkins Loans, federal Direct Subsidized Loans,
10    federal Direct Unsubsidized Loans, and federal, State, or
11    institutional work study funds.
12        (5) The median borrowing in federal loans for
13    undergraduate study at the institution and the average
14    monthly payment over 10 years for this amount.
15        (6) The percentage of students from the institution who
16    defaulted on their student loans.
17        (7) In the case of an institution that offers primarily
18    associate degrees, the percentage of students at the
19    institution who graduate within 3 years as compared to the
20    average percentage at other institutions that offer
21    primarily associate degrees. In the case of an institution
22    that offers primarily baccalaureate degrees, the
23    percentage of students at the institution who graduate
24    within 6 years as compared to the average percentage at
25    other institutions that offer primarily baccalaureate
26    degrees.

1    (c) The Commission, in developing the model format for the
2shopping sheet, shall consider any sample or model formats for
3a financial aid shopping sheet developed by the United States
4Department of Education or the United States Consumer Financial
5Protection Bureau.
6    (d) The Commission may adopt any rules necessary to
7implement and administer this Section.
 
8    Section 99. Effective date. This Act takes effect July 1,
92020.
