SENATE JOINT RESOLUTION

 
2    WHEREAS, Subsection (b) of Section 25-10 of the State
3Officials and Employees Ethics Act requires that the
4Legislative Ethics Commission shall diligently search out
5qualified candidates for the office of Legislative Inspector
6General and make recommendations to the General Assembly, which
7shall appoint a Legislative Inspector General by joint
8resolution; and
 
9    WHEREAS, Subsection (b) of Section 25-10 further states
10that the Legislative Inspector General shall be selected solely
11on the basis of integrity and demonstrated ability and sets
12forth the necessary educational and employment criteria; and
 
13    WHEREAS, The Legislative Ethics Commission at its December
142018 meeting voted unanimously to recommend that the General
15Assembly appoint Carol M. Pope as Legislative Inspector
16General; and
 
17    WHEREAS, Justice Pope has led an exemplary career of public
18service that more than qualifies her to serve as the
19Legislative Inspector General; and
 
20    WHEREAS, A native of Illinois, Justice Pope was admitted to
21the Illinois bar in 1979 and has dedicated her professional

1life to work that has demonstrated her practical commitment to
2integrity time and again; and
 
3    WHEREAS, After clerking for the chief judge of the United
4States District Court for the Central District of Illinois, she
5served as Menard County State's Attorney from 1984 to 1991; and
 
6    WHEREAS, Recognizing her ability, the Illinois Supreme
7Court appointed her to serve as a circuit judge of the Eighth
8Judicial Circuit, a post the voters elected her to in 1992 and
9re-elected her to in 1998, 2004, and 2010; and
 
10    WHEREAS, While still a circuit judge, the Illinois Supreme
11Court assigned Justice Pope to serve on the appellate court of
12the Fourth Judicial District in 2008; and
 
13    WHEREAS, Justice Pope was elected an appellate judge of the
14Fourth Judicial District in her own right in 2012 and retired
15from the appellate court in 2018; and
 
16    WHEREAS, Justice Pope's extensive history of experience,
17appointments, professional activities, and publications
18uniquely qualifies her for the position of Legislative
19Inspector General, an office that necessitates both keen
20intellect and insight into the personal and professional
21motivations of persons acting in the public realm; and

1    WHEREAS, Justice Pope continues to demonstrate her
2commitment to integrity in public service as a member of the
3Illinois Judicial Ethics Committee, providing ethics advice to
4judges throughout Illinois; therefore, be it
 
5    RESOLVED, BY THE SENATE OF THE ONE HUNDRED FIRST GENERAL
6ASSEMBLY OF THE STATE OF ILLINOIS, THE HOUSE OF REPRESENTATIVES
7CONCURRING HEREIN, that we appoint Carol M. Pope as Legislative
8Inspector General in accordance with subsection (b) of Section
925-10 of the State Officials and Employees Ethics Act,
10endorsing her wholeheartedly as surpassing all statutory
11requirements and in full confidence that her character and
12integrity will enhance the office of Legislative Inspector
13General and benefit the administration of the ethical
14foundation on which Illinois legislators and legislative
15employees operate; and be it further
 
16    RESOLVED, That, in accordance with subsection (b) of
17Section 25-10 of the State Officials and Employees Ethics Act,
18the appointment of Carol M. Pope takes effect upon the adoption
19of this joint resolution by the affirmative vote of
20three-fifths of the members elected to each house of the
21General Assembly, the certification of this joint resolution by
22the Speaker of the House of Representatives and the President
23of the Senate, and the filing of this joint resolution with the

1Secretary of State or March 1, 2019, whichever is later; and be
2it further
 
3    RESOLVED, That, in accordance with subsection (b) of
4Section 25-10 of the State Officials and Employees Ethics Act,
5the term of Legislative Inspector General Pope shall run
6through June 30, 2023; and be it further
 
7    RESOLVED, That copies of this resolution be delivered to
8Carol M. Pope and the Legislative Ethics Commission.
