SENATE JOINT RESOLUTION

 
2    WHEREAS, It is highly fitting that the Illinois General
3Assembly pays honor and respect to those individuals who have
4given their lives in service to their communities; and
 
5    WHEREAS, Commander Paul R. Bauer faithfully served the
6Chicago Police Department (CPD) for over 31 years until his
7tragic on-duty death on February 13, 2018; and
 
8    WHEREAS, Commander Bauer joined the CPD in July 1986;
9through 1994, he served in the 3rd (Grand Crossing) and 1st
10(Central) Districts, as well as with the elite mounted unit; in
111994, he was promoted to sergeant and assigned to the 22nd
12District (Morgan Park) until 1998; from 1998 through 2005, he
13served on specialized enforcement teams before returning to the
14mounted unit; in 2005, he was promoted to lieutenant and served
15in the 12th District (Near West) until 2008, when he once again
16returned to the mounted unit as its commanding officer; in
172015, he was promoted to captain and served as executive
18officer of the 18th District; he was promoted to commander of
19the 18th District in July 2016; and
 
20    WHEREAS, Commander Bauer's most recent assignment was
21Commander of the 18th District (Near North); and

1    WHEREAS, Commander Bauer oversaw public safety plans at
2large scale events and for dignitary protection; he made
3community outreach a priority, attending countless public
4meetings and hosting a monthly Coffee with the Commander
5meeting in his district; and
 
6    WHEREAS, During his career, Commander Bauer earned 67
7awards and honorable mentions, including two for crime
8reduction; and
 
9    WHEREAS, Commander Bauer graduated from Saint Ignatius
10College Preparatory; he earned his Bachelor of Science from
11Northern Illinois University and his Master of Public
12Administration from the Illinois Institute of Technology; he is
13survived by his wife, Erin, and his 13 year old daughter,
14Grace; therefore, be it
 
15    RESOLVED, BY THE SENATE OF THE ONE HUNDRED FIRST GENERAL
16ASSEMBLY OF THE STATE OF ILLINOIS, THE HOUSE OF REPRESENTATIVES
17CONCURRING HEREIN, that we designate the James R. Thompson
18Center plaza, which is defined by the open space to the east
19and south of the building proper, bounded by the sidewalks of
20Randolph and Clark street, as the "Commander Paul R. Bauer
21Plaza"; and be it further
 
22    RESOLVED, That the Department of Central Management

1Services is requested to erect, at suitable locations
2consistent with State and federal regulations, appropriate
3plaques or signs giving notice of the name of the "Commander
4Paul R. Bauer Plaza"; and be it further
 
5    RESOLVED, That suitable copies of this resolution be
6presented to the family of Commander Bauer and the Director of
7Central Management Services.
