AMENDMENT TO SENATE JOINT RESOLUTION 41

2    AMENDMENT NO. ___. Amend Senate Joint Resolution 41 by
3replacing everything after the heading with the following:
 
4    "WHEREAS, The State has a vested interest in maximizing the
5number of students who complete credit-bearing certificate
6programs and two-year or four-year degree programs and enter
7into high-skill, high-wage occupations; and
 
8    WHEREAS, 46% of Illinois high school graduates who enroll
9in community college are placed into developmental coursework
10in at least one subject; and
 
11    WHEREAS, Inconsistent and inadequate approaches to
12placement have resulted in too many students being placed into
13developmental education who could succeed in college-level
14coursework; and

1    WHEREAS, The traditional developmental education model
2costs students time, money, and financial aid; and
 
3    WHEREAS, Developmental education does not count as college
4credit and can be a barrier to retention, persistence,
5transfer, and certificate or degree completion, particularly
6for Black, Latino, first generation, and low-income students;
7and
 
8    WHEREAS, There are instructional models of developmental
9education that have demonstrated improvement in college-level
10course completion compared to traditional models, including
11but not limited to corequisite remediation, accelerated
12coursework, emporium models, and Preparatory Mathematics for
13General Education (PMGE); and
 
14    WHEREAS, Colleges and universities have invested
15significant time, resources, and money into these different
16developmental education models; and
 
17    WHEREAS, The legislature has made significant investments
18to improve college preparedness; and
 
19    WHEREAS, The Illinois Council of Community College
20Presidents, the Illinois Chief Academic Officers, the Illinois
21Chief Student Services Officers, and the Illinois Math

1Association of Community Colleges have already agreed upon a
2common, multiple measures framework for placement that is
3currently being implemented; and
 
4    WHEREAS, To ensure all models of developmental education
5are maximizing students' likelihood of success, the State must
6inventory and evaluate all developmental education
7instructional models offered in the State; and
 
8    WHEREAS, The Illinois Community College Board and Illinois
9Board of Higher Education are well positioned to improve
10placement practices and fully scale developmental education
11reforms across all State public institutions; therefore, be it
 
12    RESOLVED, BY THE SENATE OF THE ONE HUNDRED FIRST GENERAL
13ASSEMBLY OF THE STATE OF ILLINOIS, THE HOUSE OF REPRESENTATIVES
14CONCURRING HEREIN, that the Illinois Community College Board
15and the Illinois Board of Higher Education shall establish a
16joint advisory council to provide a benchmarking report to the
17General Assembly on or before April 1, 2020, that shall
18include:
19        (1) An inventory of all instructional models and
20    developmental course sequences employed by Illinois'
21    public colleges and universities for students placed into
22    developmental education or otherwise determined to need
23    additional skills development in math or English;

1        (2) An analysis of all instructional models employed by
2    Illinois' public colleges and universities for students
3    placed into developmental education or otherwise
4    determined to need additional skills development in math or
5    English, including, at a minimum, the number and percentage
6    of students completing gateway courses within their first
7    two semesters under each model; and
8        (3) An inventory and analysis of developmental
9    education placement practices and policies (including cut
10    off scores) employed at all public colleges and
11    universities in the State; and be it further
 
12    RESOLVED, That on or before July 1, 2020, the advisory
13council must deliver to the Illinois Community College Board,
14the Illinois Board of Higher Education, and the General
15Assembly, a detailed plan for scaling developmental education
16reforms, such that institutions improve developmental
17education placement measures and such that, within a timeframe
18to be set by the advisory council, all students who are placed
19in developmental education are enrolled in a developmental
20education model that is proven to maximize their likelihood of
21completing a college-level course within their first two
22academic semesters; and be it further
 
23    RESOLVED, That for the purposes of this resolution,
24"improved placement measures" is defined as measures that give

1greater opportunities to enroll directly into college-level
2classes, reducing the overall percent of students placed into
3developmental education, preferably through decreased reliance
4on high-stakes tests and increased use of high school GPA as a
5determining measure; and be it further
 
6    RESOLVED, The implementation plan should include specific
7benchmarks and an estimate of funding required to meet
8established benchmarks that institutions must meet to stay on
9track to full-scale implementation on the timeframe set by the
10advisory council; and be it further
 
11    RESOLVED, That the advisory council should include similar
12representation from two-year and four-year institutions and,
13at a minimum, include the following:
14        (1) The Executive Director of the Illinois Community
15    College Board or his or her designee, who shall act as
16    co-chair;
17        (2) The Executive Director of the Illinois Board of
18    Higher Education or his or her designee, who shall act as
19    co-chair;
20        (3) One member appointed by the Governor, who shall act
21    as co-chair;
22        (4) One member from the Illinois Senate appointed by
23    the President of the Senate, who shall act as co-chair;
24        (5) One member from the Illinois House of

1    Representatives appointed by the Speaker of the House, who
2    shall act as co-chair;
3        (6) One member from the Illinois Senate appointed by
4    the Senate Minority Leader;
5        (7) One member from the Illinois House of
6    Representatives appointed by the House Minority Leader;
7        (8) Two public university employees appointed by the
8    Illinois Board of Higher Education Academic Leadership
9    group;
10        (9) One member who represents an organization that
11    advocates on behalf of public university employees
12    appointed by the Executive Director of the Illinois Board
13    of Higher Education;
14        (10) One member who represents an organization that
15    advocates on behalf of community college employees at City
16    Colleges of Chicago appointed by the Executive Director of
17    the Illinois Community College Board;
18        (11) One member who represents an organization that
19    advocates on behalf of community college employees at a
20    suburban Chicago community college appointed by the
21    Illinois Community College Board;
22        (12) One member who represents an organization that
23    advocates on behalf of community college employees in
24    downstate community colleges appointed by the Illinois
25    Community College Board;
26        (13) One member representing a higher education

1    advocacy organization focused on closing equity gaps in
2    college completion from low-income and first generation
3    college students and students of color appointed by the
4    President of the Senate;
5        (14) One member representing a statewide advocacy
6    organization focused on improving educational and
7    employment opportunities for women and adults appointed by
8    the Speaker of the House;
9        (15) One member who represents a statewide
10    organization that advocates on behalf of Community College
11    Presidents appointed by the Illinois Community College
12    Board;
13        (16) One member who represents public university
14    presidents appointed by the Illinois Board of Higher
15    Education;
16        (17) One member who represents a statewide
17    organization that advocates on behalf of Community College
18    Chief Academic Officers appointed by the Illinois
19    Community College Board;
20        (18) One member who represents a statewide
21    organization that advocates on behalf of Illinois
22    Community College Student Services Officers appointed by
23    the Illinois Community College Board;
24        (19) One member who represents public university
25    student services administrators appointed by the Illinois
26    Board of Higher Education;

1        (20) One member who represents Illinois public
2    university provosts appointed by the Illinois Board of
3    Higher Education;
4        (21) One member who represents a statewide
5    organization that advocates on behalf of Community College
6    Trustees appointed by the Illinois Community College
7    Board; and
8        (22) One member who represents public university
9    trustees appointed by the Illinois Board of Higher
10    Education; and be it further
 
11    RESOLVED, That, of the appointed community college and
12university employees, at least one must be an English faculty
13member participating in the Illinois Articulation Initiative
14and one must be a member of the Illinois Mathematics
15Association of Community Colleges (IMACC); and be it further
 
16    RESOLVED, That the chairs of the advisory council shall be
17responsible for scheduling meetings, setting meeting agendas,
18ensuring the development and delivery of the final report and
19implementation plan, and other administrative tasks, in
20consultation with advisory council members; and be it further
 
21    RESOLVED, The Council shall produce a final report by
22January 1, 2021 and upon the filing of this report is
23dissolved; the report should include, at a minimum, an update

1on the implementation of corequisite remediation and
2alternative evidence-based developmental education models at
3every college and university, and include data on enrollment
4and throughput, defined as the percent of students initially
5enrolled who have progressed through gateway-level courses, by
6institution and disaggregated by race, ethnicity, gender, and
7Pell status; and be it further
 
8    RESOLVED, That suitable copies of this resolution be
9delivered to the Illinois Community College Board and the
10Illinois Board of Higher Education."
