    AN ACT concerning appropriations.

Be it enacted by the People of the State of Illinois, represented in the General Assembly:

Section 1. Legislative intent. Public Act 101-638, which contained the Fiscal Year 2021 budget, included a $15,000,000 capital appropriation to the Tinley Park Mental Health Center for the purpose of environmental cleanup that was intended to address numerous environmental concerns with the facility after its closure in 2012.  However, in Fiscal Year 2022 that appropriation was removed without warning or notice to the Tinley Park Mental Health Center resulting in the lost opportunity to access the pledged grant funding.

It is the intent of the General Assembly to restore the $15,000,000 to the Tinley Park Mental Health Center that was excluded by the crafters of the Fiscal Year 2022 budget so that the Tinley Park Mental Health Center can finally begin the process of addressing the environmental concerns that plague the community.

Section 5. The amount of $15,000,000, or so much thereof as may be necessary, is appropriated from the Build Illinois Bond Fund to the Department of Commerce and Economic Opportunity for a grant to the Tinley Park Mental Health Center for costs associated with environmental cleanup.

Section 99. Effective date. This Act takes effect July 1, 2022.
