| 1 | AMENDMENT TO HOUSE BILL 587

| 2 | AMENDMENT NO. ______. Amend House Bill 587 on page 2, by | ||||||
| 3 | replacing lines 10 through 20 with the following: | ||||||
| 4 | "(a-5) A person commits possession of burglary tools when | ||||||
| 5 | he or she possesses a vehicle security circumvention device | ||||||
| 6 | and that person is not: | ||||||
| 7 | (1) an employee of a facility subject to the | ||||||
| 8 | Automotive Repair Act and Automotive Collision Repair Act; | ||||||
| 9 | (2) a new vehicle dealer or used vehicle dealer | ||||||
| 10 | licensed under Section 5-101 or 5-102 of the Illinois | ||||||
| 11 | Vehicle Code; | ||||||
| 12 | (3) a locksmith licensed under the Private Detective, | ||||||
| 13 | Private Alarm, Private Security, Fingerprint Vendor, and | ||||||
| 14 | Locksmith Act of 2004; | ||||||
| 15 | (4) a repossession agent; or | ||||||
| 16 | (5) a State or local law enforcement officer.".
