and goals required under this Section shall, to the extent
possible, be no less restrictive than the diversity
requirements and goals provided under the Business Enterprise
for Minorities, Women, and Persons with Disabilities Act.
(b) For each municipal project funded, either partially or
fully, by State funds, the municipality receiving such funds
shall submit a diversity and inclusion report to the
Department. The report shall detail (i) the municipality's
success in meeting its diversity and inclusion requirements
and goals for the project, (ii) a summary of the number of
diverse personnel and contractors employed on the project, and
(iii) any other relevant information as may be prescribed by
(c) Each municipality adopting diversity and inclusion
requirements and goals under subsection (a) shall also submit
an annual report to the Department. The annual report shall
detail (i) the diversity and inclusion requirements and goals
implemented by the municipality, (ii) information and data on
diversity goals, and progress toward and plans for achieving
those goals, and (iii) any other relevant information as may
be prescribed by the Department.
(d) The Department shall adopt all rules necessary for the
implementation of this Section.
