1    AN ACT concerning State government.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Illinois Literacy Act is amended by
5changing Section 20 as follows:
 
6    (15 ILCS 322/20)
7    Sec. 20. Illinois Literacy Council.
8    (a) The Council shall facilitate the improvement of
9literacy levels of Illinois citizens by providing a forum from
10which representatives from throughout the State can promote
11literacy, share expertise, and recommend policy.
12    (b) The Council shall be appointed by and be responsible
13to the Governor. The Secretary of State shall serve as
14chairman. The Council shall advise the Governor and other
15agencies on strategies that address the literacy needs of the
16State, especially with respect to the needs of workplace
17literacy, family literacy, program evaluation, public
18awareness, and public and private partnerships.
19    (c) The Council will determine its own procedures and the
20number, time, place, and conduct of its meetings. It shall
21meet at least 4 times a year. The Council may be assisted in
22its activities by the Literacy Office. Council members shall
23not receive compensation for their services.

1    (d) The Council's membership shall consist of
2representatives of public education, public and private sector
3employment, labor organizations, community literacy
4organizations, libraries, volunteer organizations, the Office
5of the Secretary of State, the Department of Commerce and
6Economic Opportunity, the Illinois Community College Board,
7the Department of Employment Security, the Department of Human
8Services, the State Board of Education, and the Department of
9Corrections, and the Prairie State 2000 Authority.
10    (e) The Council members representing State agencies shall
11act as an interagency coordinating committee to improve the
12system for delivery of literacy services, provide pertinent
13information and agency comments to Council members, and
14implement the recommendations forwarded by the Council and
15approved by the Governor.
16    (f) The Secretary of State, in consultation with the
17Council, shall expend moneys to perform Council functions as
18authorized by this Act from the Literacy Advancement Fund, a
19special fund hereby created in the State Treasury. All moneys
20received from an income tax checkoff for the Literacy
21Advancement Fund as provided in Section 507I of the Illinois
22Income Tax Act shall be deposited into the Fund.

1is amended by changing Sections 605-460 and 605-1007 as
2follows:
 
3    (20 ILCS 605/605-460)
4    Sec. 605-460. Engineering excellence program.
5    (a) Coordination between engineering schools and private
6business is an important tool in fostering innovation.
7Universities have eager students, experienced faculty, and
8state-of-the-art research facilities. Businesses have existing
9markets, production capital, and evolving needs. The General
10Assembly believes that universities and businesses should
11share resources to allow students to participate in the
12research and development area of innovative design and to
13allow businesses to benefit from the developing skills of
14these students.
15    (b) In order to facilitate engineering excellence, the
16Department may shall develop a program to achieve the goals
17set forth in subsection (a). Under this program, the
18Department may must:
19        (1) Annually contact the State's major public and
20    private universities with engineering schools.
21        (2) Request a one-page written summary of the
22    internship, externship, or residency programs operated by
23    the engineering college of each of the contacted
24    universities.
25        (3) Identify the manufacturing businesses within 50

1    miles of each university that responded under paragraph
2    (2) that could benefit from assistance in the area of
3    innovative design.
4        (4) Send a letter to each manufacturer identified
5    under paragraph (3), informing it of the university's
6    program and advising the business to contact the
7    university if it wishes to participate in the engineering
8    school's program.
9    (c) The Department may shall adopt rules for the
10implementation of this Section.

13    Sec. 605-1007. New business permitting portal.
14    (a) By July 1, 2017, the Department shall, subject to
15appropriation, create and maintain, in consultation with the
16Department of Innovation and Technology, a website to help
17persons wishing to create new businesses or relocate
18businesses to Illinois. The Department shall consult with at
19least one organization representing small businesses in this
20State while creating the website.
21    (b) The website shall include:
22        (1) an estimate of license and permitting fees for
23    different businesses;
24        (2) State government application forms for business
25    licensing or registration;

1        (3) hyperlinks to websites of the responsible agency
2    or organization responsible for accepting the application;
3    and
4        (4) contact information for any local government
5    permitting agencies that may be relevant.
6    (c) The Department shall contact all agencies to obtain
7business forms and other information for this website. Those
8agencies shall respond to the Department before July 1, 2016.
9    (d) The website shall also include some mechanism for the
10potential business owner to request more information from the
11Department that may be helpful in starting the business,
12including, but not limited to, State-based incentives that the
13business owner may qualify for when starting or relocating a
14business.
15    (e) The Department shall update the website at least once
16a year before July 1. The Department shall request that other
17State agencies report any changes in applicable application
18forms to the Department by June 1 of every year after 2016.

1    Sec. 4. In expending funds available for purposes of this
2Act, the Department shall cooperate with municipalities,
3townships, counties, road districts, park districts and other
4appropriate agencies and organizations and, where possible and
5practicable, shall allocate its expenditures among the several
6regions of the State, proportionally to the bicycling
7population.
8    The Secretary of Transportation shall serve as chairman of
9and shall at least quarterly convene an interagency council on
10the bikeways program, comprised of the Director of Natural
11Resources, the Director of Commerce and Economic Opportunity
12or his or her designee, the State Superintendent of Education,
13a county engineer or county superintendent of highways chosen
14by the statewide association of county engineers, a
15representative of the Cook County Forest Preserve District,
16and the Secretary of Transportation, for the purpose of
17determining policy and priorities in effectuating the purposes
18of this Act.

20    Section 99. Effective date. This Act takes effect upon
21becoming law.
