SYNOPSIS AS INTRODUCED:

105 ILCS 5/27-22.05

    Amends the Courses of Study Article of the School Code. Provides that whenever the school board of any school district that maintains any of grades 6 through 12 (instead of grades 9 through 12) establishes a list of courses from which students each must elect at least one course, that school board must include on the list of such elective courses at least one course in vocational education. Provides that a school board that maintains any of grades 9 through 12 shall (instead of is authorized to) adopt a policy under which a student who is enrolled in any of those grades may satisfy one or more high school course or graduation requirements by successfully completing a registered apprenticeship program or by substituting for and successfully completing in place of the high school course or graduation requirement a related vocational or technical education course. Effective July 1, 2021.

1    AN ACT concerning education.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The School Code is amended by changing Sections
527-22.2 and 27-22.05 as follows:
 
6    (105 ILCS 5/27-22.2)  (from Ch. 122, par. 27-22.2)
7    Sec. 27-22.2. Vocational education elective. Whenever the
8school board of any school district which maintains any of
9grades 6 9 through 12 establishes a list of courses from which
10secondary school students in any of grades 6 through 12 each
11must elect at least one course, to be completed along with
12other course requirements as a pre-requisite to completing a
13grade level or receiving a high school diploma, that school
14board must include on the list of such elective courses at
15least one course in vocational education.

18    Sec. 27-22.05. Required course substitute. Notwithstanding
19any other provision of this Article or this Code, a school
20board that maintains any of grades 9 through 12 shall is
21authorized to adopt a policy under which a student who is
22enrolled in any of those grades may satisfy one or more high

1school course or graduation requirements, including, but not
2limited to, any requirements under Sections 27-6 and 27-22, by
3successfully completing a registered apprenticeship program
4under rules adopted by the State Board of Education under
5Section 2-3.175 of this Code, or by substituting for and
6successfully completing in place of the high school course or
7graduation requirement a related vocational or technical
8education course. A vocational or technical education course
9shall not qualify as a related vocational or technical
10education course within the meaning of this Section unless it
11contains at least 50% of the content of the required course or
12graduation requirement for which it is substituted, as
13determined by the State Board of Education in accordance with
14standards that it shall adopt and uniformly apply for purposes
15of this Section. No vocational or technical education course
16may be substituted for a required course or graduation
17requirement under any policy adopted by a school board as
18required authorized in this Section unless the pupil's parent
19or guardian first requests the substitution and approves it in
20writing on forms that the school district makes available for
21purposes of this Section.

23    Section 99. Effective date. This Act takes effect July 1,
242021.
