SYNOPSIS AS INTRODUCED:
 
625 ILCS 5/3-805  from Ch. 95 1/2, par. 3-805

    Amends the Illinois Vehicle Code. Provides that, instead of a distinctive electric vehicle registration plate, the Secretary may require an electric vehicle decal to be displayed on any registration plate otherwise available for motor vehicles of the same class as the electric vehicle. Provides that the owner of a motor vehicle of the first division or a motor vehicle of the second division weighing 8,000 pounds or less propelled by an electric engine and not utilizing motor fuel who qualifies for any veteran license plate offered by the Secretary of State shall pay the same registration fee as that charged for the qualifying plate.

1    AN ACT concerning transportation.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Illinois Vehicle Code is amended by
5changing Section 3-805 as follows:
 
6    (625 ILCS 5/3-805)  (from Ch. 95 1/2, par. 3-805)
7    Sec. 3-805. Electric vehicles.
8    (a) Except as provided in subsection (b), the Until
9January 1, 2020, the owner of a motor vehicle of the first
10division or a motor vehicle of the second division weighing
118,000 pounds or less propelled by an electric engine and not
12utilizing motor fuel, may register such vehicle for a fee not
13to exceed $35 for a 2-year registration period. The Secretary
14may, in his discretion, prescribe that electric vehicle
15registration plates be issued for an indefinite term, such
16term to correspond to the term of registration plates issued
17generally, as provided in Section 3-414.1. In no event may the
18registration fee for electric vehicles exceed $18 per
19registration year. Beginning on January 1, 2020, the
20registration fee for these vehicles shall be equal to the fee
21set forth in Section 3-806 for motor vehicles of the first
22division, other than Autocycles, Motorcycles, Motor Driven
23Cycles, and Pedalcycles. In addition to the registration fees,

1the Secretary shall assess an additional $100 per year in lieu
2of the payment of motor fuel taxes. $1 of the additional fees
3shall be deposited into the Secretary of State Special
4Services Fund and the remainder of the additional fees shall
5be deposited into the Road Fund. The Secretary, in the
6Secretary's discretion, may prescribe that electric vehicle
7registration plates be issued for an indefinite term, such
8term to correspond to the term of registration plates issued
9generally, as provided in Section 3-414.1. Instead of a
10distinctive electric vehicle registration plate, the Secretary
11may require an electric vehicle decal to be displayed on any
12registration plate otherwise available for motor vehicles of
13the same class as the electric vehicle.
14    (b) The owner of a motor vehicle of the first division or a
15motor vehicle of the second division weighing 8,000 pounds or
16less propelled by an electric engine and not utilizing motor
17fuel who qualifies for any veteran license plate offered by
18the Secretary shall pay the same registration fee as that
19charged for the qualifying plate.
