SYNOPSIS AS INTRODUCED:

820 ILCS 95/25 new

    Amends the Lodging Services Human Trafficking Recognition Training Act. Provides that the State, school districts, and units of local government may not expend funds at a lodging establishment unless the lodging establishment has been certified by the Department of Human Services as providing human trafficking recognition training to its employees. Provides that the Department of Human Services shall establish a certification program.

1    AN ACT concerning employment.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Lodging Services Human Trafficking
5Recognition Training Act is amended by adding Sections 20 and
625 as follows:
 
7    (820 ILCS 95/20 new)
8    Sec. 20. Certification of compliance; government patronage
9limited. The Department shall establish a program to provide
10certification of compliance to lodging establishments that
11comply with the requirements of Section 15. The certification
12program shall provide that confirmation of a lodging
13establishment's certification status is available on the
14Department's Internet website.

16    Sec. 25. Expenditure of funds by government entities
17limited.
18    (a) If a lodging establishment is not certified as being
19in compliance with the requirements of Section 15 of this Act,
20the State, a unit of local government, or school district may
21not expend funds for any of the following purposes:
22        (1) to procure lodging that is owned, operated, or

1    owned and operated by the lodging establishment;
2        (2) to procure space or services for a conference,
3    meeting, or banquet located at a site where lodging is
4    available that is owned, operated, or owned and operated
5    by the lodging establishment; or
6        (3) to host a conference, meeting, or banquet at a
7    site where lodging is available that is owned, operated,
8    or owned and operated by the lodging establishment.
9    (b) Before expending or committing to expend funds for a
10purpose described in subsection (a), the State, unit of local
11government, or school district shall confirm the lodging
12establishment's current certification status on an Internet
13site maintained by the Department.
