2 | AMENDMENT NO. ______. Amend House Bill 3587 by replacing | ||||||
3 | everything after the enacting clause with the following:

4 | "Section 1. Short title. This Act may be cited as the | ||||||
5 | Resentencing Task Force Act. | ||||||
6 | Section 5. Purpose; findings. The State is committed to | ||||||
7 | ensuring that sentences of imprisonment continue to advance | ||||||
8 | the interest of justice and promote public safety. The task | ||||||
9 | force is created by recognizing that in this State, once a | ||||||
10 | person is sentenced, there are few meaningful opportunities | ||||||
11 | for release. | ||||||
12 | Section 10. Resentencing Task Force; creation. There is | ||||||
13 | created the Resentencing Task Force. The task force shall | ||||||
14 | study innovative ways to reduce the prison population in | ||||||
15 | Illinois from initiations of resentencing motions filed by |

1 | State's Attorneys, the Illinois Department of Corrections and | ||||||
2 | the judicial branch.
The task force further aims to | ||||||
3 | acknowledge that employees who work for the Illinois | ||||||
4 | Department of Corrections and other members of law enforcement | ||||||
5 | may be affected by the reduction of the prison population. | ||||||
6 | This task force shall also consider ways to train and refocus | ||||||
7 | the workforce in communities where many jobs are with the | ||||||
8 | Illinois Department of Corrections and law enforcement.

9 | Section 15. Task Force Members. | ||||||
10 | (a) The Resentencing Task Force shall consist of the | ||||||
11 | following members: | ||||||
12 | (1) a member of the House of Representatives appointed | ||||||
13 | by the Speaker of
the House;
| ||||||
14 | (2) a member of the House of Representatives appointed | ||||||
15 | by the Minority
Leader of the House; | ||||||
16 | (3) a member of the Senate appointed by the President | ||||||
17 | of the Senate; | ||||||
18 | (4) a member of the Senate appointed by the Minority | ||||||
19 | Leader of the Senate; | ||||||
20 | (5) a member appointed by a statewide agency that | ||||||
21 | represents State's
Attorneys and is elected to a county of | ||||||
22 | under one million people or his or her
designee; | ||||||
23 | (6) a member appointed by a statewide agency that | ||||||
24 | represents State's
Attorneys;

25 | (7) a member appointed by the Office of the State |

| |||||||
1 | Appellate Defender; | ||||||
2 | (8) a member appointed by an organization that | ||||||
3 | advocates for victims' rights; | ||||||
4 | (9) a member appointed by an organization that | ||||||
5 | advocates for sentencing
reform; | ||||||
6 | (10) a member appointed by an organization | ||||||
7 | representing the interests of
members of a labor union; | ||||||
8 | (11) a member appointed by the Illinois Sentencing | ||||||
9 | Policy Advisory Council; and | ||||||
10 | (12) a retired judge appointed by the Governor. | ||||||
11 | (b) The task force shall meet no less than 4 times and | ||||||
12 | shall provide recommendations for legislation to the General | ||||||
13 | Assembly and the Governor's Office on or before January 1, | ||||||
14 | 2022. | ||||||
15 | (c) The members of the task force shall serve without | ||||||
16 | compensation. | ||||||
17 | (d) The Illinois Criminal Justice Information Authority | ||||||
18 | shall provide administrative and technical support for the | ||||||
19 | task force and are responsible for appointing a chairperson | ||||||
20 | and ensuring the requirements of the task force are met. | ||||||
21 | Section 99. Effective date. This Act takes effect upon | ||||||
22 | becoming law.".
