SYNOPSIS AS INTRODUCED:
 
New Act

    Creates the Technology Addiction Notice Act. Provides that an operator of a social media website must include on its social media website a hyperlink that directs users to resources related to technology addiction. The hyperlink must be visible on each page in the social media website.

1    AN ACT concerning business.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 1. Short title. This Act may be cited as the
5Technology Addiction Notice Act.
 
6    Section 5. Definitions. In this Act:
7    "Operator" means a private entity that owns a social media
8website that provides a service to a consumer residing in this
9State. "Operator" does not include a third party that
10operates, hosts, or manages, but does not own, a website or
11online service on the owner's behalf or that processes
12information on behalf of the owner.
13    "Social media website" means an electronic medium by means
14of which users may create and view user-generated content,
15such as uploaded or downloaded videos or still photographs,
16blogs, video blogs, podcasts, or instant messages. "Social
17Media website" does not include any medium that has fewer than
1810,000 daily users residing in this State.
 
19    Section 10. Technology addiction notice required. An
20operator shall include on its social media website a hyperlink
21that directs users to resources related to technology
22addiction. The hyperlink must be visible on each page in the

1social media website and shall contain the phrase: "Learn more
2about internet and technology addiction.".
