Amends the Personnel Code. Provides that qualified applicants who are American descendants of chattel slavery shall be eligible for a hiring preference for employment by the State of Illinois. Provides that to be qualified for the preference, the applicant must otherwise qualify for the job, and be eligible for the position. Provides that the preference shall be in the form of points added to the final grades of the persons if they otherwise qualify and are entitled to appear on the list of those eligible for appointments. Provides for the adoption of rules. Defines "American descendants of chattel slavery".

2 | | Be it enacted by the People of the State of Illinois,
|
3 | | represented in the General Assembly:

4 | | Section 5. The Personnel Code is amended by adding Section |
5 | | 8b.21 as follows: |
6 | | (20 ILCS 415/8b.21 new) |
7 | | Sec. 8b.21. American descendants of chattel slavery |
8 | | preference. |
9 | | (a) For the granting of appropriate preference in the |
10 | | hiring of State employees, qualified applicants who are |
11 | | American descendants of chattel slavery shall be eligible for |
12 | | a hiring preference for employment by the State of Illinois as |
13 | | provided under this Section. To be qualified for the |
14 | | preference, the applicant must otherwise qualify for the job, |
15 | | and be eligible for the position. |
16 | | (b) The preference granted under this Section shall be in |
17 | | the form of points added to the final grades of the persons if |
18 | | they otherwise qualify and are entitled to appear on the list |
19 | | of those eligible for appointments. |
20 | | (c) The Director of Central Management Services shall |
21 | | adopt all rules necessary for the implementation of the |
22 | | preference created under this Section. |
