    Amends the Emergency Telephone System Act and the Emergency Medical Services (EMS) Systems Act. Provides that the corporate authorities of a municipality may not enter into, renew, or extend a contract with a 9-1-1 vendor certified under specified provisions of the Public Utilities Act, provider of emergency services, or emergency vehicle services unless the contract includes a provision requiring written notification of termination by the vendor not less than 12 months prior to termination of services. Provides that if an emergency services contract or dispatch contract is terminated, the provider may not increase the fees of any remaining contract by more than 3% of the fees from the previous year. Effective immediately.

1    AN ACT concerning local government.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Emergency Telephone System Act is amended
5by changing Section 3 as follows:
 
6    (50 ILCS 750/3)  (from Ch. 134, par. 33)
7    (Section scheduled to be repealed on December 31, 2023)
8    Sec. 3. (a) By July 1, 2017, every local public agency
9shall be within the jurisdiction of a 9-1-1 system.
10    (b) Within 18 months of the awarding of a contract to a
11vendor certified under Section 13-900 of the Public Utilities
12Act to provide Next Generation 9-1-1 service, every 9-1-1
13system in Illinois, except in a municipality with a population
14over 500,000, shall provide Next Generation 9-1-1 service. A
15municipality with a population over 500,000 shall provide Next
16Generation 9-1-1 service by December 31, 2023.
17    Notwithstanding any provision of the Illinois Municipal
18Code, on or after the effective date of this amendatory Act of
19the 102nd General Assembly, the corporate authorities of a
20municipality may not enter into, renew, or extend a contract
21with a 9-1-1 vendor under Section 13-900 of the Public
22Utilities Act unless the contract includes a provision
23requiring written notification of termination by the vendor

3not increase the fees of any remaining dispatch contract by
4more than 3% of the fees from the previous year.
5    (c) Nothing in this Act shall be construed to prohibit or
6discourage in any way the formation of multijurisdictional or
7regional systems, and any system established pursuant to this
8Act may include the territory of more than one public agency or
9may include a segment of the territory of a public agency.

11    Section 10. The Emergency Medical Services (EMS) Systems
12Act is amended by adding Section 3.260 as follows:

14    Sec. 3.260. Contracts with municipalities. Notwithstanding
15any provision of the Illinois Municipal Code, on or after the
16effective date of this amendatory Act of the 102nd General
17Assembly, the corporate authorities of a municipality may not

19under Section 13-900 of the Public Utilities Act unless the
