SYNOPSIS AS INTRODUCED:
 
70 ILCS 3615/5.10 new

    Amends the Regional Transportation Authority Act. Provides that, by January 1, 2023, the Chicago Metropolitan Agency for Planning and its MPO Policy Committee, in coordination with the Authority, shall develop and submit a report of legislative recommendations to the Governor and General Assembly regarding changes to the recovery ratio, sales tax formula and distributions, governance structures, regional fare systems, and any other changes to State statute, Authority, or Service Board enabling legislation, policy, rules, or funding that will ensure the long-term financial viability of a comprehensive and coordinated regional public transportation system that moves people safely, securely, cleanly, and efficiently and supports and fosters efficient land use. Provides for the content and development of the report. Repeals the provisions on January 1, 2024. Effective immediately.

1    AN ACT concerning local government.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Regional Transportation Authority Act is
5amended by adding Section 5.10 as follows:
 
6    (70 ILCS 3615/5.10 new)
7    Sec. 5.10. Report of legislative recommendations.
8    (a) By January 1, 2023, the Chicago Metropolitan Agency
9for Planning and its MPO Policy Committee, in coordination
10with the Authority, shall develop and submit a report of
11legislative recommendations to the Governor and General
12Assembly regarding changes to the recovery ratio, sales tax
13formula and distributions, governance structures, regional
14fare systems, and any other changes to State statute,
15Authority, or Service Board enabling legislation, policy,
16rules, or funding that will ensure the long-term financial
17viability of a comprehensive and coordinated regional public
18transportation system that moves people safely, securely,
19cleanly, and efficiently and supports and fosters efficient
20land use. The report shall also consider recommendations on
21how the Authority and Service Boards can better address racial
22equity, climate change, and economic development. The
23development of the report shall include meaningful public

1engagement led by the Chicago Metropolitan Agency for Planning
2and its MPO Policy Committee and should be developed with the
3support of a steering committee composed of representatives of
4business, community, environmental, labor, and civic
5organizations. The report shall be separate from the Strategic
6Plan required under Section 2.01a.
7    (b) This Section is repealed on January 1, 2024.
 
8    Section 99. Effective date. This Act takes effect upon
9becoming law.
