SYNOPSIS AS INTRODUCED:

    Amends the Department of Public Health Act. Provides that the Director of Public Health shall create an award for individual hospitals that achieve an NTSV cesarean birth rate of 23.6% or lower. The Director shall grant this award to hospitals that achieve the target NTSV cesarean birth rate on an annual basis. Amends the University of Illinois Hospital Act and the Hospital Licensing Act. Provides that a hospital shall record and internally report the NTSV cesarean birth rate for each obstetrician-gynecologist who works at the hospital every 6 months. Provides that the hospital shall submit a copy of this report to the Department of Public Health with the names of the providers redacted. Provides that a hospital shall publicly record and report its cumulative NTSV cesarean birth rate on its website every 6 months. Provides that a hospital shall submit a copy of this report to the Department of Public Health.

1    AN ACT concerning regulation.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Department of Public Health Act is amended
5by adding Section 7.6 as follows:
 
6    (20 ILCS 2305/7.6 new)
7    Sec. 7.6. Cesarean section rates award. The Director shall
8create an award for individual hospitals that achieve an NTSV
9cesarean birth rate of 23.6% or lower. The Director shall
10grant this award to hospitals that achieve the target NTSV
11cesarean birth rate on an annual basis. The Department of
12Public Health may adopt any rules necessary to implement this
13Section. As used in this Section, "NTSV cesarean birth rate"
14means the proportion of live babies born at or beyond 37 weeks
15gestation to women in their first pregnancy, that are
16singleton (no twins or beyond) and in the vertex presentation
17(no breech or transverse positions), via cesarean birth.
 
18    Section 10. The University of Illinois Hospital Act is
19amended by adding Section 8g as follows:
 
20    (110 ILCS 330/8g new)
21    Sec. 8g. Cesarean section reporting.

1    (a) The University of Illinois Hospital shall record and
2internally report the NTSV cesarean birth rate for each
3obstetrician-gynecologist who works at the University of
4Illinois Hospital every 6 months. The University of Illinois
5Hospital shall submit a copy of this report to the Department
6of Public Health with the names of the providers redacted.
7    (b) The University of Illinois shall publicly record and
8report its cumulative NTSV cesarean birth rate on its website
9every 6 months. The University of Illinois Hospital shall
10submit a copy of this report to the Department of Public
11Health.
12    (c) As used in this Section, "NTSV cesarean birth rate"
13means the proportion of live babies born at or beyond 37 weeks
14gestation to women in their first pregnancy, that are
15singleton (no twins or beyond) and in the vertex presentation
16(no breech or transverse positions), via cesarean birth.
 
17    Section 15. The Hospital Licensing Act is amended by
18adding Section 6.33 as follows:
 
19    (210 ILCS 85/6.33 new)
20    Sec. 6.33. Cesarean section reporting.
21    (a) A hospital shall record and internally report the NTSV
22cesarean birth rate for each obstetrician-gynecologist who
23works at the hospital every 6 months. The hospital shall
