SYNOPSIS AS INTRODUCED:
 
55 ILCS 5/5-1188 new

    Amends the Counties Code. Provides that each county shall hire or contract with an inspector general by January 1, 2023. Provides that the inspector general shall have jurisdiction over all county employees, including, but not limited to, part-time, full-time, and contracted employees. Provides that the inspector general shall be responsible for investigating violations of an ordinance or resolution adopted pursuant to the State Officials and Employees Ethics Act. Provides that the inspector general may issue findings of violation to the county board and place a copy of the findings on the county website. Effective immediately.

1    AN ACT concerning local government.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Counties Code is amended by adding Section
55-1188 as follows:
 
6    (55 ILCS 5/5-1188 new)
7    Sec. 5-1188. County inspector general.
8    (a) Each county shall hire or contract with an inspector
9general by January 1, 2023.
10    (b) The inspector general shall have jurisdiction over all
11county employees, including, but not limited to, part-time,
12full-time, and contracted employees. The inspector general
13shall be responsible for investigating violations of an
14ordinance or resolution adopted under Section 70-5 of the
15State Officials and Employees Ethics Act. The inspector
16general may issue findings of violation to the county board
17and place a copy of the findings on the county website.
 
18    Section 99. Effective date. This Act takes effect upon
19becoming law.
