    Amends the State Finance Act. Creates the Growing Manufacturing Jobs Fund as a special fund in the State treasury. Provides that moneys in the Fund shall be administered by the Department of Commerce and Economic Opportunity, in consultation with a statewide manufacturing association, for the purpose of establishing and operating a statewide marketing campaign to increase the number of people entering high-demand manufacturing occupations. Provides findings provisions. Makes conforming changes.

1    AN ACT concerning finance.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 1. Findings. The General Assembly finds and
5declares the following:
6    The Illinois manufacturing sector is critical to the
7success of our State and nation. Recent events, including the
8global pandemic, supply chain shortages, and lack of workforce
9have led to struggles in the manufacturing sector.
10    Illinois manufacturers employ 554,000 women and men on
11factory floors today in jobs that average nearly $88,000 in
12wages and benefits with 92% of employees receiving
13employer-funded health care. Manufacturers provide the single
14largest share of Illinois' gross State product, but are
15challenged to find skilled workers.
16    National labor data shows that the United States now has
17more than 1,000,000 open manufacturing jobs, which is the
18highest recorded level in history and more than double the
19unfilled jobs in February 2020. It is imperative that Illinois
20work with the statewide manufacturing associations, colleges
21and universities, K-12 school districts, economic development
22officials, and individual companies to attract and recruit
23workers into the manufacturing sector.

1statewide marketing campaign to showcase manufacturing
2careers, in support of this plan it is important that Illinois
3fund a marketing campaign for high-demand manufacturing
4occupations.
 
5    Section 5. The State Finance Act is amended by adding
6Sections 5.970 and 6z-130 as follows:

8    Sec. 5.970. The Growing Manufacturing Jobs Fund.

10    Sec. 6z-130. Growing Manufacturing Jobs Fund. The Growing
11Manufacturing Jobs Fund is hereby created as a special fund in
12the State treasury. Subject to appropriation, moneys in the
13Fund shall be administered by the Department of Commerce and
14Economic Opportunity, in consultation with a statewide
15manufacturing association, for the purpose of establishing and
16operating a statewide marketing campaign to increase the
17number of people entering high-demand manufacturing
18occupations.
