SYNOPSIS AS INTRODUCED:
 
New Act

    Creates the Reduce Recidivism and Grow the Workforce Task Force Act. Provides that the Reduce Recidivism and Grown the Workforce Task Force is created within the Department of Financial and Professional Regulation to review whether it is necessary to uniformly exclude individuals with prior felony convictions from obtaining licenses in licensed occupations. Provides that the Task Force shall have the following members: 2 members appointed by the President of the Senate; 2 members appointed by the Speaker of the House of Representatives; 2 members appointed by the Minority Leader of the Senate; 2 members appointed by the Minority Leader of the House of Representatives; 2 representatives from the Department; 2 consumer advocates appointed by the Governor; 2 academics appointed by the Governor; and 2 criminal justice reform advocates appointed by the Governor. Provides that the Task Force shall convene by May 1, 2022. Provides that the Department shall provide administrative support to the Task Force. Requires the Task Force to prepare a report that summarizes its work and makes recommendations resulting from its study to the Governor and General Assembly by May 2023. Repeals the Act 2 years after the Task Force provides its report to the Governor and General Assembly. Effective immediately.

1    AN ACT concerning State government.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 1. Short title. This Act may be cited as the Reduce
5Recidivism and Grow the Workforce Task Force Act.
 
6    Section 5. Reduce Recidivism and Grow the Workforce Task
7Force. The Reduce Recidivism and Grow the Workforce Task Force
8is created within the Department of Financial and Professional
9Regulation to review whether it is necessary to uniformly
10exclude individuals with prior felony convictions from
11obtaining licenses in licensed occupations.
 
12    Section 10. Membership; appointment; compensation;
13vacancy; support.
14    (a) The Task Force shall have the following members
15appointed as follows:
16        (1) Two members appointed by the President of the
17    Senate;
18        (2) Two members appointed by the Speaker of the House
19    of Representatives;
20        (3) Two members appointed by the Minority Leader of
21    the Senate;
22        (4) Two members appointed by the Minority Leader of

1    the House of Representatives;
2        (5) Two representatives from the Department of
3    Financial and Professional Regulation appointed by the
4    Department;
5        (6) Two consumer advocates appointed by the Governor;
6        (7) Two academics appointed by the Governor; and
7        (8) Two criminal justice reform advocates appointed by
8    the Governor.
9    (b) Members shall serve without compensation for the
10duration of the Task Force.
11    (c) If a vacancy occurs in the Task Force, the vacancy
12shall be filled in the same manner as the original appointment
13for the remainder of the unexpired term.
14    (d) The Task Force shall meet as it deems appropriate.
15    (e) The Task Force shall convene by May 1, 2022.
16    (f) The Department of Financial and Professional
17Regulation shall provide administrative support to the Task
18Force.
 
19    Section 15. Report. The Task Force shall prepare a report
20that summarizes its work and makes recommendations resulting
21from its study. The Task Force shall submit the report of its
22findings and recommendations to the Governor and the General
23Assembly by May 2023.
 
24    Section 20. Repeal. This Act is repealed 2 years after the

3    Section 99. Effective date. This Act takes effect upon
4becoming law.
