1    AN ACT concerning regulation.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 1. Short title. This Act may be cited as the Task
5Force on Internationally-Licensed Health Care Professionals
6Act.
 
7    Section 5. Purpose. The Task Force on
8Internationally-Licensed Health Care Professionals is created
9within the Department of Financial and Professional
10Regulation. The Task Force shall aim to:
11        (1) remove barriers to licensure and practice for
12    health care professionals licensed and practicing in other
13    countries to get licensed and practice in the State;
14        (2) address the health care workforce shortage in the
15    State by increasing the supply of culturally competent
16    physicians, nurses, and other health care professionals;
17    and
18        (3) protect the safety of patients and the broader
19    public.
 
20    Section 10. Membership; appointment; vacancy; meeting;
21support.
22    (a) The Task Force shall have the following members:

1        (1) the Secretary of Financial and Professional
2    Regulation, or the Secretary's designee;
3        (2) the Director of the Division of Professional
4    Regulation, or the Director's designee;
5        (3) the Chief Medical Coordinator of the Division of
6    Professional Regulation;
7        (4) the Nursing Coordinator of the Division of
8    Professional Regulation;
9        (5) the Speaker of the House of Representatives, or
10    the Speaker's designee;
11        (6) the Minority Leader of the House of
12    Representatives, or the Leader's designee;
13        (7) the President of the Senate, or the President's
14    designee;
15        (8) the Minority Leader of the Senate, or the Leader's
16    designee;
17        (9) two representatives of an organization that seek
18    to eliminate employment barriers and advance the skills
19    for immigrant professionals appointed by the Secretary;
20        (10) a representative of an organization that recruits
21    immigrants and foreign students to work in health related
22    areas; focusing on raising the awareness of social,
23    political, and economic issues faced related to immigrant
24    health appointed by the Secretary; and
25        (11) a representative of an organization that seeks to
26    increase the number of internationally educated medical

1    professionals for practice within diverse communities
2    appointed by the Secretary.
3    (b) If a vacancy occurs in the Task Force, the vacancy
4shall be filled in the same manner as the original appointment
5for the remainder of the unexpired term.
6    (c) The Task Force shall meet once every 2 months,
7indefinitely, until the Task Force votes to dissolve itself.
8Nothing in this Section shall prohibit the Task Force from
9meeting more often if it deems it necessary to do so.
10    (d) The Department shall provide administrative support to
11the Task Force.
12    (e) The Task Force shall only meet once a majority of
13members are appointed.
14    (f) The Secretary of Financial and Professional
15Regulation, or the Secretary's designee, shall be the chair of
16the Task Force.
 
17    Section 15. Subject matter of the Task Force. The subject
18matter of the Task Force is intended to:
19        (1) address health care professionals, broadly defined
20    to include physicians and nurses, but also include other
21    professionals as the need arises;
22        (2) be focused on professionals who are already
23    licensed and practicing in another country and are seeking
24    licensure in the State; and
25        (3) not include students.

1    Section 20. Report.
2    (a) The Task Force shall prepare an annual report that
3summarizes its work and makes recommendations resulting from
4its study.
5    (b) The report shall address barriers to licensure and
6practice for health care professionals in the State in
7professions to be determined by the Task Force. The Task Force
8shall address strategies for reducing barriers to licensure
9and practice for internationally-licensed health care
10professionals.
11    (c) The Task Force shall submit the report of its findings
12and recommendations to the Governor and the General Assembly.
13    (d) The Task Force shall submit the first report one year
14after the first meeting of the Task Force.
