SYNOPSIS AS INTRODUCED:
 
625 ILCS 5/3-805  from Ch. 95 1/2, par. 3-805

    Amends the Illinois Vehicle Code. Removes the $100 surcharge in lieu of the payment of motor fuel taxes added to the registration fee for electric vehicles. Removes the $100 additional fee to identify a vehicle as an electric vehicle.

1    AN ACT concerning transportation.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Illinois Vehicle Code is amended by
5changing Section 3-805 as follows:
 
6    (625 ILCS 5/3-805)  (from Ch. 95 1/2, par. 3-805)
7    Sec. 3-805. Electric vehicles.
8    (a) The owner of a motor vehicle of the first division or a
9motor vehicle of the second division weighing 8,000 pounds or
10less propelled by an electric engine and not utilizing motor
11fuel may register such vehicle for a registration fee equal to
12the fee set forth in Section 3-806 for motor vehicles of the
13first division, other than Autocycles, Motorcycles, Motor
14Driven Cycles, and Pedalcycles. In addition to the
15registration fees, the Secretary shall assess an additional
16$100 per year in lieu of the payment of motor fuel taxes. $1 of
17the additional fees shall be deposited into the Secretary of
18State Special Services Fund and the remainder of the
19additional fees shall be deposited into the Road Fund.
20    (b) (Blank). Beginning with the 2023 registration year,
21upon the request of the vehicle owner, an electric vehicle
22owner may register an electric vehicle with any qualifying
23registration issued under this Chapter, and an additional $100

1surcharge shall be collected in addition to the applicable
2registration fee. The $100 additional fee is to identify the
3vehicle as an electric vehicle. The $100 additional fee is an
4annual, flat fee that shall be based on an applicant's new or
5existing registration year for the vehicle's corresponding
6weight category. A designation as an electric vehicle under
7this subsection shall not alter a vehicle's registration. Of
8the additional fees, $1 shall be deposited into the Secretary
9of State Special Services Fund, and the remainder of the
10additional fees shall be deposited into the Road Fund. The
11Secretary shall adopt any rules necessary to implement this
12subsection (b).
