SYNOPSIS AS INTRODUCED:
 
New Act

    Creates the State Procurement Task Force Act. Establishes the State Procurement Task Force. Provides that the Task Force shall survey State procurement process and make recommendations for specified purposes. Provides for membership of the Task Force. Provides that members shall serve without compensation. Provides for meetings of the Task Force. Provides for administrative support for the Task Force. Provides that on or before January 1, 2024, the Task Force shall submit a report of its findings and recommendations on its survey of State procurement processes to the Governor and the General Assembly. Repeals the Act on January 1, 2025. Effective immediately.

1    AN ACT concerning State government.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 1. Short title. This Act may be cited as the State
5Procurement Task Force Act.
 
6    Section 5. State Procurement Task Force.
7    (a) There is hereby created the State Procurement Task
8Force.
9    (b) The Task Force shall survey State procurement process
10and make recommendations to: (i) ensure that the process is
11equitable and efficient; (ii) provide departments with the
12flexibility needed to be successful; and (iii) increase
13women-owned and minority-owned business participation.
14    (c) The Task Force shall consist of the following members:
15        (1) four members appointed one each by the Speaker of
16    the House of Representatives, the President of the Senate,
17    the Minority Leader of the House of Representatives, and
18    the Minority Leader of the Senate;
19        (2) one member nominated by the Illinois Legislative
20    Black Caucus, appointed by the Speaker of the House of
21    Representatives;
22        (3) one member nominated by the Illinois Legislative
23    Latino Caucus, appointed by the Speaker of the House of

1    Representatives;
2        (4) one member nominated by the Illinois Legislative
3    Asian-American Caucus, appointed by the Speaker of the
4    House of Representatives;
5        (5) one member nominated by the Illinois Legislative
6    Black Caucus, appointed by the President of the Senate;
7        (6) one member nominated by the Illinois Legislative
8    Latino Caucus, appointed by the President of the Senate;
9        (7) one member nominated by the Illinois Legislative
10    Asian-American Caucus, appointed by the President of the
11    Senate;
12        (8) four members appointed by the Governor as follows:
13    one member from the Department of Central Management
14    Services; one member from the Department of
15    Transportation; one member from the Chief Procurement
16    Office; and one member appointed at the Governor's
17    discretion who shall serve as Chair of the Task Force; and
18        (9) four members of the public representing
19    women-owned and minority-owned businesses, appointed by
20    Governor.
21    (d) Members of the Task Force shall serve without
22compensation for the duration of the Task Force.
23    (e) As soon as practicable after all members have been
24appointed, the Task Force shall hold its first meeting. The
25Task Force shall hold at least 5 meetings for its purposes
26under this Act.

1    (f) The Department of Central Management Services shall
2provide administrative and other support to the Task Force.
 
3    Section 10. Report. On or before January 1, 2024, the Task
4Force shall submit a report of its findings and
5recommendations on its survey of State procurement processes
6to the Governor and the General Assembly. After the submission
7of its report under this Section, the Task Force shall be
8dissolved.
 
9    Section 15. Repeal. This Act is repealed on January 1,
102025.
 
11    Section 99. Effective date. This Act takes effect upon
12becoming law.
