HOUSE RESOLUTION

 
2    WHEREAS, In 1992, the State of Illinois established the
3sister-state relationship with Taiwan Province, the Republic
4of China (Taiwan), and Illinois and Taiwan have enjoyed strong
5bilateral trade, educational and cultural exchanges, and
6tourism; and
 
7    WHEREAS, Taiwan shares the same values of freedom,
8democracy, human rights, the rule of law, peace, and
9prosperity with the United States and the State of Illinois;
10and
 
11    WHEREAS, The United States ranks as Taiwan's
12second-largest trading partner; Taiwan is the tenth-largest
13trading partner of the United States, and bilateral trade
14reached U.S. $85.5 billion in 2019; and
 
15    WHEREAS, Taiwan and the State of Illinois have enjoyed a
16long and mutually beneficial relationship with the prospect of
17future growth, and Taiwan was Illinois' seventh-largest export
18market in Asia in 2019 with U.S. $667 million worth of Illinois
19goods exported to Taiwan; and
 
20    WHEREAS, Negotiations for a Bilateral Trade Agreement
21(BTA) between Taiwan and the United States are an important

1step toward further strengthening bilateral trade between our
2countries; a trade agreement will increase Illinois' exports
3to Taiwan and create bilateral investment and technical
4collaboration through tariff reduction and other trade
5facilitation measures; and
 
6    WHEREAS, Taiwan has undertaken a policy of "steadfast
7diplomacy" in its international relations; Taiwan is capable
8of, and willing to, fulfill its responsibilities and to
9collaborate with the world to deal with the challenges of
10humanitarian aid, disease control, and so forth; therefore, be
11it
 
12    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
13HUNDRED SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
14we reaffirm a commitment to the strengthening and deepening of
15the sister ties between the State of Illinois and Taiwan; and
16be it further
 
17    RESOLVED, That we endorse Taiwan's efforts to secure the
18signing of a Bilateral Trade Agreement (BTA) with the United
19States and reiterate our support for a closer economic and
20trade partnership between the State of Illinois and Taiwan;
21and be it further
 
22    RESOLVED, That we continue to support Taiwan's meaningful

1participation in international organizations which impact the
2health, safety, and well-being of the people of Taiwan and
3support Taiwan's aspiration to make more contributions in
4international societies.
