HOUSE RESOLUTION

 
2    WHEREAS, During the COVID-19 pandemic of 2020 to 2021, the
3Illinois House of Representatives has, for healthcare and
4distancing reasons, convened its active session work in the
5Bank of Springfield Center; and
 
6    WHEREAS, During this time, the in-person segment of the
7staff support of the House has been conducted by a skeleton
8crew of tireless men and women; this tiny group of individuals
9has performed work far beyond the call of duty; and
 
10    WHEREAS, While all of the in-person staffers of the
11Illinois House deserve special commendation for their labor,
12one individual deserves special notice for their actions on
13Sunday, January 10, 2021; and
 
14    WHEREAS, On that day, the Illinois House having reconvened
15in the Bank of Springfield Center, then-Representative Darren
16Bailey needed immediate attention; and
 
17    WHEREAS, Because of the physical setup of the temporary
18Illinois House, everyone was far apart from everyone else;
19fortunately, one of the few people physically close to
20then-Representative Bailey was Assistant Doorkeeper Wayne
21Padget; and

1    WHEREAS, Staying calm and focused during a time of
2confusion, Assistant Doorkeeper Padget swiftly retrieved an
3automated external defibrillator (AED) device for immediate
4use; under a different course of events and if this AED needed
5to have been used, this action could have saved the life of a
6State representative; and
 
7    WHEREAS, When this incident occurred, many around
8Representative Bailey called for immediate medical assistance
9from trained emergency responders, and a crew from EMT
10Ambulance quickly responded to the call; Assistant Doorkeeper
11Padget directed the ambulance staff to the stricken lawmaker
12so he could be placed on a stretcher for transport to a place
13of medical care and assistance; and
 
14    WHEREAS, Then-Representative Bailey has served out the
15final days of his House term with the best wishes of his former
16colleagues, and he has moved on to a new term in the Senate of
17the General Assembly of the State of Illinois; therefore, be
18it
 
19    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
20HUNDRED SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
21we commend Assistant Doorkeeper Wayne Padget of the Illinois
22House of Representatives for his quick thinking and decisive

1action on the House floor on January 10, 2021 and for his
2unflinching dedication to the Illinois House of
3Representatives; and be it further
 
4    RESOLVED, That we also remember the work of our former
5colleague, State Representative Joann Osmond, who made the
6posting of AEDs in public places a key focus of her legislative
7work in the Illinois House, culminating in the passage of
8Public Act 93-910, the Physical Fitness Facility Medical
9Emergency Preparedness Act, in 2004; and be it further
 
10    RESOLVED, That a suitable copy of this resolution be
11presented to Assistant Doorkeeper Padget as an expression of
12our esteem and respect.
