HOUSE RESOLUTION

 
2    WHEREAS, The COVID-19 pandemic has had a devastating
3impact on society, including shutting down in-person learning
4at schools across the State of Illinois; and
 
5    WHEREAS, On March 15, 2020, Governor Pritzker issued
6Executive Order 2020-05, which required all schools to close
7between March 17 and March 31; and
 
8    WHEREAS, On March 27, 2020, Executive Order 2020-15 was
9issued, which allowed for the establishment of remote learning
10days so that school districts could continue to educate
11students via remote means; and
 
12    WHEREAS, Executive Order 2020-33 was issued by Governor
13Pritzker on April 30, 2020, which suspended in-person
14instruction for the remainder of the 2019-2020 school year;
15and
 
16    WHEREAS, On June 4, 2020, Executive Order 2020-40 marked
17the first time that students could return to school with
18limited in-person instruction for summer school courses; and
 
19    WHEREAS, On July, 24, 2020, Executive Order 2020-47 was
20issued, which allowed all public and nonpublic schools in

1Illinois serving pre-kindergarten through 12th grade students
2to open for in-person educational purposes following the
3completion of the regular 2019-20 school term as long as they
4followed public health guidelines; and
 
5    WHEREAS, While this was a welcome change in educational
6guidelines during the COVID-19 pandemic, it has been nearly a
7year since students were learning in the classroom, and many
8school districts have continued to offer only remote learning;
9and
 
10    WHEREAS, Preliminary data has shown that remote learning
11does not offer the same educational outcomes that in-person
12learning does; and
 
13    WHEREAS, A report from McKinsey & Company suggested that,
14on average, students began the fall 2020 school year three
15months behind in mathematics and a month behind in reading;
16and
 
17    WHEREAS, It is extremely important that students return to
18the classroom so they do not fall further behind; therefore,
19be it
 
20    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
21HUNDRED SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that

1we urge school districts to make a plan to open for in-person
2instruction immediately; and be it further
 
3    RESOLVED, That parents should have the ability to make the
4best decision for their family so it is essential that a
5school's reopening plan allow parents the opportunity to
6decide to send their children to in-person learning or
7continue with remote learning; and be it further
 
8    RESOLVED, That suitable copies of this resolution be
9delivered to Governor JB Pritzker, State Superintendent Carmen
10Ayala, Executive Director of the Illinois Association of
11School Boards Thomas Bertrand, and Executive Director of the
12Illinois Association of School Administrators Dr. Brent Clark.
