HOUSE RESOLUTION

 
2    WHEREAS, The members of the Illinois House of
3Representatives wish to congratulate Joy A. Swoboda, Ed.D., on
4the occasion of her retirement as superintendent of Woodland
5Community Consolidated School District 50; and
 
6    WHEREAS, Dr. Swoboda began her career in education as a
7second grade teacher and teacher leader in Carol Stream in
8Community Consolidated School District 93; and
 
9    WHEREAS, Dr. Swoboda was a leader in the Woodland
10Community Consolidated School District 50 for 25 years; she
11began her administrative career as an assistant principal at
12the intermediate school; she then served as principal of the
13elementary school; and
 
14    WHEREAS, Dr. Swoboda earned her Doctor of Educational and
15Policy Studies from Northern Illinois University in 2000; that
16same year, she became assistant superintendent of Educational
17Services; and
 
18    WHEREAS, Dr. Swoboda was named the first female
19superintendent of Woodland District 50 in 2004, where she
20remained until her retirement; and

1    WHEREAS, During her tenure as superintendent, Dr. Swoboda
2led a relentless focus on continuous organizational
3improvement and doing what was in the best interests of the
4students, their families, and the staff; and
 
5    WHEREAS, Dr. Swoboda oversaw four district strategic plans
6and a number of programs and initiatives, including the Dual
7Language Instructional program, Woodland Inspires 1:1
8tradigital technology initiative, full day kindergarten, a
9breakfast program, reduction in class size, and adjustment in
10school start times for optimal student learning; she guided a
11long-range facility plan of air conditioning at the elementary
12and primary schools to optimize school facilities for use by
13community groups and agencies, which was recognized with
14Leadership in Energy and Environmental Design (LEED)
15certification; she also oversaw the beginning of solar
16projects at the schools, which were completed in the fall of
172020; and
 
18    WHEREAS, Under Dr. Swoboda's leadership, the district saw
19increased student achievement, a staff retention rate of over
2090%, the highest level of "Financial Recognition Status" by
21the Illinois State Board of Education for seven of her last
22eight school years, and ratings of AA+ from Standard and Poors
23and Aa2 from Moody's since 2013; she also worked with several
24outside organizations, including the Gurnee Park District, Boy

1Scouts, Girl Scouts, and Healthy Community Healthy Youth, on a
2number of initiatives supporting the Gurnee area; therefore,
3be it
 
4    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
5HUNDRED SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
6we congratulate Joy A. Swoboda, Ed.D., on her retirement as
7superintendent of Woodland Community Consolidated School
8District 50 and wish her many happy, healthy retirement years;
9and be it further
 
10    RESOLVED, That a suitable copy of this resolution be
11presented to Dr. Swoboda as an expression of our esteem and
12respect.
