HOUSE RESOLUTION

 
2    WHEREAS, Other states and countries have developed
3effective methods of correctional reform by traveling beyond
4state and national borders; and
 
5    WHEREAS, These methods have allowed states to rethink and
6restructure correctional systems, which has led to lower
7recidivism rates and prison populations; and
 
8    WHEREAS, The recent widespread and dangerous contagion of
9COVID-19 in prison facilities provides a timely opportunity
10for public safety stakeholders to recognize the flaws in
11Illinois' correctional system; and
 
12    WHEREAS, Illinois' correctional system can benefit from
13the implementation of effective incarceration policies,
14programs, and best practices that aim to reduce correctional
15spending, alleviate inmate overcrowding at correctional
16facilities, lower recidivism, and address other challenges;
17and
 
18    WHEREAS, Recognition of effective incarceration policies
19used by other jurisdictions would provide Illinois with
20possible solutions to improve its correctional system; and

1    WHEREAS, The month of March is nationally recognized as
2Criminal Justice Month, which is coordinated by the Academy of
3Criminal Justice Sciences along with the United States
4Government to promote societal awareness of the causes of
5crime as well as strategies for prevention and responding to
6crime; therefore, be it
 
7    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
8HUNDRED SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
9we declare the week of March 8, 2022 through March 16, 2022, in
10coordination with National Criminal Justice Month, as Illinois
11Correctional Reform Week in the state of Illinois to raise
12awareness of the benefits of looking beyond state borders for
13effective methods of correctional reform.
