HOUSE RESOLUTION

 
2    WHEREAS, The members of the Illinois General Assembly are
3deeply concerned about the rise of anti-Semitism throughout
4the United States and in the State of Illinois; and
 
5    WHEREAS, Anti-Semitism is the centuries-old bigotry faced
6by Jewish people simply because they are Jews; and
 
7    WHEREAS, The members of the Illinois General Assembly are
8deeply concerned by the growing number of incidents of
9anti-Semitism at the University of Illinois that led to a
10federal complaint with the Office of Civil Rights at the U.S.
11Department of Education; and
 
12    WHEREAS, The members of the Illinois House of
13Representatives stand in solidarity with Jewish students at
14the University of Illinois at Urbana-Champaign and all Jewish
15students who encounter incidents of anti-Semitism; and
 
16    WHEREAS, The University of Illinois at Urbana-Champaign
17needs to take immediate action to protect Jewish students at
18the university and stop the scourge of anti-Semitism at our
19state's flagship public university; and
 
20    WHEREAS, The U.S. Department of State, states, and local

1governments across the United States have adopted the
2International Holocaust Remembrance Alliance working
3definition of anti-Semitism to use as a resource in combatting
4the scourge of anti-Semitism at home and abroad; and
 
5    WHEREAS, The Governor of Illinois, as an ex-officio member
6of the Board of Trustees of the University of Illinois, needs
7to take immediate action to press the university to protect
8students from anti-Semitism; therefore, be it
 
9    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
10HUNDRED SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
11we encourage the University of Illinois Board of Trustees to
12utilize the International Holocaust Remembrance Alliance
13working definition of anti-Semitism as a basis for
14recommending policies and actions to stop anti-Semitism at the
15University of Illinois; and be it further
 
16    RESOLVED, That the Board of Trustees of the University of
17Illinois is encouraged to report to the Board of Higher
18Education and the Illinois General Assembly by August 1, 2021
19and every 180 days thereafter on steps being taken by the
20university to implement such policies, including mandating
21training to counter anti-Semitism among administrators and
22faculty, mandating anti-Semitism awareness for new students,
23and enforcing a student code of conduct that prohibits

1intimidation and disruption of Jewish students and
2organizations on campus; and be it further
 
3    RESOLVED, That suitable copies of this resolution be
4delivered to each member of the University of Illinois Board
5of Trustees.
