HOUSE RESOLUTION

 
2    WHEREAS, The members of the Illinois House of
3Representatives are saddened to learn of the death of Emmanuel
4"Dean" Ellis, who passed away on April 15, 2021; and
 
5    WHEREAS, Emmanuel Ellis was born to James Ellis and Jessie
6Anna Ridgeway Ellis in Birmingham, Alabama on January 25,
71943; he received his early education in Alabama and New
8Jersey and committed to his faith at an early age; he enlisted
9in the U.S. Army in 1960; he started out as an army cook and
10quickly advanced to serve with the Army Security Agency (ASA)
11Battalion stationed in Fort Campbell, Kentucky; as an Army ASA
12Military Intelligence Soldier, he was trained as a skilled
13marksman and advanced to a sharpshooter; he received a number
14of medals, honors, and badges for his service; after his
15military service, he moved to Chicago and attended Triton
16College where he majored in criminal justice; in 1983, he met
17his future wife, Joyce Mannings; and
 
18    WHEREAS, In 1968, Emmanuel Ellis became a Cook County
19Illinois Sheriff; he retired after 30 years of dedicated
20service; and
 
21    WHEREAS, Emmanuel Ellis and his wife supported their
22children, traveled the U.S., invested in a small business, and

1frequently fellowshipped with friends and family; they rarely
2missed family events and loved to celebrate life; and
 
3    WHEREAS, Emmanuel Ellis and his wife relocated to Houston,
4Texas and became active members of Fallbrook Church; he
5attended culinary school and was skilled at grilling, cooking,
6and fishing; his love for fishing inspired him to finance
7fishing excursions for young adults during annual family
8reunions; he will be especially remembered for his warmth,
9unconditional support, kindness, and thoughtful advice; and
 
10    WHEREAS, Emmanuel Ellis is survived by his wife, Joyce;
11his son, James Ellis; his daughters, Judy Ellis-Broome, Carol
12Ellis, Danielle (Travis) Armstead, and Mona Leanet; his
13surrogate brother, Chuck (Sylvia) Woods; his brother-in-law,
14Larry Mannings Sr.; his sister-in-law, Shirley Redmond; his
15grandchildren, Latasha, James Jr., Tatianna, Dwayne, Zack, and
16Camerone; his ten great-grandchildren; and his wealth of
17nieces and nephews; therefore, be it
 
18    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
19HUNDRED SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
20we mourn the passing of Emmanuel "Dean" Ellis and extend our
21sincere condolences to his family, friends, and all who knew
22and loved him; and be it further
