HOUSE RESOLUTION

 
2    WHEREAS, Throughout the COVID-19 pandemic, Governor JB
3Pritzker has acted unilaterally and has repeatedly failed to
4include the General Assembly in his pandemic response
5decision-making; and
 
6    WHEREAS, Since March of 2020, Governor Pritzker has issued
7over 80 executive orders pertaining to the COVID-19 pandemic
8with very little legislative and local government input; and
 
9    WHEREAS, Executive Order 2021-18, issued by Governor
10Pritzker on August 4, 2021, requires all persons who are over
11the age of two and able to medically tolerate a face covering
12to wear a mask in all public and nonpublic schools; and
 
13    WHEREAS, Once again, Governor Pritzker failed to seek
14input from the General Assembly, a co-equal branch of
15government, in issuing EO 2021-18; and
 
16    WHEREAS, Governor Pritzker did not consider local school
17board decision-making authority and what is best for the
18schools and students they serve when issuing the new executive
19order; and
 
20    WHEREAS, Governor Pritzker has the authority to call the

1General Assembly into special session to take action on his
2COVID-19 response but has refused to do so; therefore, be it
 
3    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
4HUNDRED SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
5we urge Governor JB Pritzker, the Illinois State Board of
6Education, and the Illinois Department of Public Health to
7reinstate local control and allow duly elected school board
8members to make decisions on COVID-19 mitigation efforts that
9best fit the community and school districts in which they
10serve; and be it further
 
11    RESOLVED, That we believe duly elected school board
12members have the ability to set parameters and issue guidance
13on the use of masks in schools and on other COVID-related
14safety precautions; and be it further
 
15    RESOLVED, That we urge Governor JB Pritzker to call the
16General Assembly into special session to consider his COVID-19
17response and mitigation efforts as a co-equal branch of
18government; and be it further
 
19    RESOLVED, That suitable copies of this resolution be
20delivered to Governor JB Pritzker, State Superintendent Dr.
21Carmen Ayala, and the Director of the Illinois Department of
22Public Health, Dr. Ngozi Ezike.
