HOUSE RESOLUTION

 
2    WHEREAS, The members of the Illinois House of
3Representatives wish to congratulate First National Bank &
4Trust Company on the occasion of its 150th anniversary; and
 
5    WHEREAS, First National Bank & Trust Company was granted
6its original charter under the name of DeWitt County National
7Bank on January 20, 1872, the charter it continues to operate
8under today; the bank was the first nationally chartered bank
9in DeWitt County; and
 
10    WHEREAS, DeWitt County National Bank was founded with the
11capital investment of $50,000 provided by Col. Thomas Snell,
12J. Thorton Snell, and William R. Carle, who became the bank's
13first president; and
 
14    WHEREAS, As time passed, DeWitt County National Bank
15opened a savings department in connection with its existing
16commercial department; the bank also underwent its first
17remodel and the addition of safe deposit boxes, a then-new
18feature to banking; it assumed the assets of the People's Bank
19of Clinton in 1925; and
 
20    WHEREAS, Under the leadership of President Richard Snell,
21DeWitt County National Bank survived a widespread panic that

1ensued with the crash of the stock market in 1929 and the Great
2Depression; Thomas Snell Dinsmore, a grandson of one of the
3original founders, became president in 1936; the bank assumed
4the assets of the Farmer's and Merchant's Bank of Wapella in
51938; and
 
6    WHEREAS, DeWitt County National Bank continued to expand
7throughout the remainder of the 20th century; the bank
8continued to mirror the growth and modernization of the nation
9and doubled in size, adding four teller windows, a night
10depository, two additional vaults, and 500 safe deposit boxes
11in 1948; it underwent extensive remodeling in 1969 before
12building and opening a drive-up facility three years later;
13and
 
14    WHEREAS, DeWitt County National Bank's name changed to
15First National Bank & Trust Company in 1974 to reflect the
16addition of the trust department, which handles trusts,
17durable powers of attorney, land and insurance trusts, and
18estates; and
 
19    WHEREAS, The First National Bank & Trust Company
20celebrated its 125th year of serving DeWitt County in 1997; it
21added online banking to provide greater client access to their
22account information in a secure online environment in 2000;
23the bank moved locations from 400 South Side Square to its

1current location on Kelli Court in Clinton in 2007; and
 
2    WHEREAS, First National Bank & Trust Company was acquired
3by the TS Banking Group in 2017, a multicharter bank holding
4company group with $1.5 billion in banking and fiduciary
5assets across Iowa, Illinois, North Dakota, Wisconsin,
6Nebraska, Colorado, and California; the TS Banking Group is
7headquartered in Treynor, Iowa, which is located in the Omaha,
8Nebraska MSA; and
 
9    WHEREAS, First National Bank & Trust Company acquired the
10State Bank of Arcadia in Wisconsin, with $210 million in
11assets, from B&E Investments on October 1, 2021, and this
12addition to the company has enhanced the bank's financial
13strength, competitive positioning, and talented employee base;
14and
 
15    WHEREAS, First National Bank & Trust Company, as a
16community bank, is an integral part of both the local
17community and economy; the bank is dedicated to community
18reinvestment and gives 10% of its net income back to the
19community; it is also committed to teaching financial
20literacy, hosting educational events, and partnering with
21local organizations and nonprofits; and
 
22    WHEREAS, Today, First National Bank & Trust Company has

1five locations in Illinois and Wisconsin, employs
2approximately 50 local people, and possesses $400 million in
3assets; it offers a full line of products and services that are
4designed to meet the financial needs of consumers and
5businesses and remains committed to providing the most
6advanced, secure, and user-friendly bank technology, service
7from a knowledgeable team, and innovative tools in combination
8with the comfort of personalized service from a local bank;
9therefore, be it
 
10    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
11HUNDRED SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
12we congratulate First National Bank & Trust Company on its
13150th anniversary and wish the bank continued success; and be
14it further
 
15    RESOLVED, That a suitable copy of this resolution be
16presented to President Josh Shofner of First National Bank &
17Trust Company as an expression of our esteem and respect.
