HOUSE RESOLUTION

 
2    WHEREAS, The members of the Illinois House of
3Representatives wish to congratulate Elmo Ray Younger on the
4occasion of his 100th birthday on February 18, 2022; and
 
5    WHEREAS, Elmo Younger was born in Louisiana on February
618, 1922; he moved to Illinois in his early twenties; he served
7in the U.S. Army during World War II and was stationed in
8Europe; and
 
9    WHEREAS, Elmo Younger served as an alderman for the City
10of Morris for 12 years, becoming the first African American
11elected to public office in Grundy County; and
 
12    WHEREAS, Elmo Younger continued a life of public service
13as a member of the Boy Scouts Executive Board for 36 years, a
14Republican Precinct Committeeman for over 30 years, a juvenile
15correctional counselor for the Department of Corrections for
1629 years, a union representative for the Central States Joint
17Board for 12 years, and a board member of the Grundy County
18Health Association for six years; and
 
19    WHEREAS, Elmo Younger was a charter member and department
20commander of the Chief Shabbona Chapter #86 of the Disabled
21American Veterans Charity in Morris; and

1    WHEREAS, Elmo Younger also served as State Chaplain for
2the Department of Illinois Disabled American Veterans and is a
3life member of the Disabled American Veterans, Veterans of
4Foreign Wars, and the American Legion; and
 
5    WHEREAS, Elmo Younger led the effort of creating a
6memorial to the civilians killed in the Joliet Arsenal
7explosion of 1942, which was dedicated in 2001; he later
8served as a member of the Joliet Arsenal Property's
9Remediation Action Board at the age of 80; and
 
10    WHEREAS, Elmo Younger was a dedicated husband to his late
11wife, Frances; he is the father of three children, Cheryl,
12Ray, and Denise, the grandfather to four grandchildren, and
13the great-grandfather to numerous great-grandchildren;
14therefore, be it
 
15    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
16HUNDRED SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
17we congratulate Elmo Ray Younger on his 100th birthday on
18February 18, 2022, thank him for his service to our state and
19country, and wish him many more wonderful years; and be it
20further
 
21    RESOLVED, That a suitable copy of this resolution be
