1 | HOUSE RESOLUTION

2 | WHEREAS, The price of motor fuel, at the pumps where | ||||||
3 | Americans buy it, is approaching the record-high price set in | ||||||
4 | 2008; and
| ||||||
5 | WHEREAS, Motor fuel is a commodity for which demand is | ||||||
6 | inelastic, because its consumption is closely tied to promises | ||||||
7 | made by ordinary American families; parents have promised | ||||||
8 | their employers they will drive to work, and they have | ||||||
9 | promised their children they will drive them to soccer | ||||||
10 | practice; and
| ||||||
11 | WHEREAS, United States home production of oil and natural | ||||||
12 | gas is closely tied to federal policies; much of the U.S. oil | ||||||
13 | and gas that is yet to be pumped comes from federal lands and | ||||||
14 | waters in the Rocky Mountains, the Great Plains, the Gulf of | ||||||
15 | Mexico, coastal California, and Alaska; and
| ||||||
16 | WHEREAS, In this time of grave national uncertainty and | ||||||
17 | economic and military threats, it is urgent that we achieve | ||||||
18 | true energy independence in the United States of America; and
| ||||||
19 | WHEREAS, To achieve true U.S. energy independence, we need | ||||||
20 | to maximize the production of American energy, including | ||||||
21 | energy from U.S. federal lands, as well as reducing barriers |

1 | to the construction of infrastructure to pump, deliver, and | ||||||
2 | refine energy; and
| ||||||
3 | WHEREAS, Some voices continue to call for limiting or | ||||||
4 | shutting down particular oil fields, energy production | ||||||
5 | regions, and energy production technologies that are under our | ||||||
6 | control and that we can use to achieve true energy | ||||||
7 | independence and maintain our national security; and
| ||||||
8 | WHEREAS, Whenever we listen to these voices, Americans pay | ||||||
9 | more at the pump; therefore, be it
| ||||||
10 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE | ||||||
11 | HUNDRED SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that | ||||||
12 | we declare U.S. oil and natural gas energy independence to be | ||||||
13 | an urgent national priority; and be it further
| ||||||
14 | RESOLVED, That we call upon the federal government and | ||||||
15 | President Joe Biden to reverse current anti-production | ||||||
16 | policies and to take all possible steps to maximize immediate | ||||||
17 | U.S. oil and gas production, including from U.S. federal lands | ||||||
18 | and waters; and be it further

19 | RESOLVED, That copies of this resolution be delivered to | ||||||
20 | President Joe Biden, U.S. Secretary of Energy Jennifer | ||||||
21 | Granholm, and all members of the Illinois Congressional |
