2 | | WHEREAS, Prescription drugs are an essential part of good |
3 | | health care and a critical component of our health care |
4 | | system; and
|
5 | | WHEREAS, For people with Type 1 diabetes, near-constant |
6 | | self-management of glucose levels is essential to prevent |
7 | | life-threatening complications, but from 2012 to 2016, the |
8 | | average price of insulin increased from 13 cents per unit to 25 |
9 | | cents per unit; and
|
10 | | WHEREAS, The U.S. House of Representatives recently passed |
11 | | legislation that would cap the monthly cost of insulin at $35 |
12 | | for the millions of diabetic Americans who rely on the drug; |
13 | | this legislation has now been sent to the U.S. Senate; and
|
14 | | WHEREAS, The majority of the Illinois' Congressional |
15 | | Delegation stood behind capping insulin costs, but |
16 | | Representatives Rodney Davis, Adam Kinzinger, Mary Miller, and |
17 | | Darin LaHood shamefully put pharmaceutical companies' profits |
18 | | ahead of patient care and voted to block the measure; and
|
19 | | WHEREAS, More steps can be taken to reduce prescription |
20 | | drug costs and put patient health ahead of pharmaceutical |
21 | | giants' profits, including reforming the broken patent system |

1 | | that allows pharmaceutical companies to avoid competition and |
2 | | keep prices high; therefore, be it
|
3 | | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE |
4 | | HUNDRED SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that |
5 | | we again strongly declare our commitment to ensuring access to |
6 | | affordable prescription drugs for all Illinois residents, |
7 | | regardless of income, race, or location; and be it further
|
8 | | RESOLVED, That we urge the U.S. Senate to follow the U.S. |
9 | | House of Representatives and pass the $35 insulin cap and |
10 | | further urge President Biden to sign this crucial legislation |
11 | | into law; and be it further
|
12 | | RESOLVED, That we condemn the actions of Representatives |
13 | | Rodney Davis, Adam Kinzinger, Mary Miller, and Darin LaHood in |
14 | | voting for unaffordable insulin; and be it further
|
15 | | RESOLVED, That we direct the Department of Healthcare and |
16 | | Family Services to study what steps can most effectively |
17 | | reduce the cost of prescription drugs in Illinois and report |
18 | | their findings to the General Assembly; and be it further
|
19 | | RESOLVED, That suitable copies of this resolution be |
20 | | delivered to the Governor, all Illinois constitutional |
21 | | officers, and all members of the Illinois Congressional |
