HOUSE RESOLUTION

 
2    WHEREAS, The members of the Illinois House of
3Representatives wish to congratulate the United States Army
4Reserve on the occasion of its 114th birthday; and
 
5    WHEREAS, On April 23rd, America's Army Reserve will
6celebrate the generations of soldiers who, like many patriots
7before them, embraced their roles as citizen soldiers by
8continuing the proud and distinguished legacy of service in
9the Army Reserve; and
 
10    WHEREAS, The U.S. Army Reserve is the U.S. Army's sole
11dedicated Federal Reserve force, providing operational
12capability and strategic depth to the total Army and the Joint
13Force in support of U.S. national security interests and Army
14commitments worldwide; and
 
15    WHEREAS, Through the interwar years, World War II, the
16Cold War, Korea, Vietnam, the Persian Gulf War, the Global War
17on Terror, and countless other crises, operations,
18emergencies, and natural disasters, warrior citizens of the
19Army Reserve have never failed to answer the nation's call;
20and
 
21    WHEREAS, On April 23, 1908, Congress created the Medical

1Reserve Corps, which was a group of 160 doctors formed to
2provide the nation with a reservoir of trained medical
3professionals for employment in times of national emergency;
4and
 
5    WHEREAS, A month after Congress established the Medical
6Reserve Corps, President Theodore Roosevelt, one of the Army
7Reserve's greatest citizen soldiers, signed the bill into law;
8later, under the National Defense Act of 1916, Congress
9created the Officers' Reserve Corps and the Enlisted Reserve
10Corps; and
 
11    WHEREAS, On June 24, 1921, the 76th through the 101st
12Divisions were reconstituted or constituted in the Organized
13Reserve; and
 
14    WHEREAS, Operating as an Army component and
15force-providing command, the Army Reserve has a
16congressionally authorized strength of 199,000 soldiers, more
17than 11,000 civilians, and 2,075 units; the Army Reserve
18resides and operates in every state, five U.S. territories,
19and 30 countries; and
 
20    WHEREAS, Throughout history, citizen soldiers have
21leveraged professional skills while serving in uniform; they
22have added substantial value and depth to the force with

1skills, education, and expertise acquired in the private
2sector; and
 
3    WHEREAS, The U.S. Army Reserve has always been, and will
4continue to be, comprised of men and women with great talents;
5therefore, be it
 
6    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
7HUNDRED SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
8we congratulate the United States Army Reserve on the occasion
9of its 114th birthday in service to the United States Army and
10this nation; and be it further
 
11    RESOLVED, That a suitable copy of this resolution be
12presented to the U.S. Army Reserve as a symbol of our esteem
13and respect.
