HOUSE RESOLUTION

 
2    WHEREAS, On December 31, 2022, the current State of
3Illinois' Medicare Advantage Prescription Drug contract for
4State retiree medical and prescription drug coverage will
5expire; and
 
6    WHEREAS, As a result of this expiring contract, the
7Illinois Department of Central Management Services (CMS) was
8required to submit a request for proposal (RFP) to enter into a
9contract with a subsequent provider; and
 
10    WHEREAS, Following the RFP process and upon review of each
11bid, CMS ultimately chose a new provider, Aetna, to serve
12Illinois' seniors and retirees; and
 
13    WHEREAS, This change has left many State retirees in need
14of additional information on changing healthcare providers;
15and
 
16    WHEREAS, Due to the uncertainty in having to potentially
17change healthcare providers, many State retirees have voiced
18frustration with the State of Illinois in making this change;
19and
 
20    WHEREAS, Illinois retirees, who spent their careers in

1public service, deserve to have answers and clarification on
2what this change will mean for their healthcare and why this
3change is taking place; and
 
4    WHEREAS, The General Assembly has the mechanisms in place
5to call Administration officials and all relevant and
6appropriate staff members before Illinois House Committees to
7answer critical questions on the issue of State retiree
8healthcare; therefore, be it
 
9    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
10HUNDRED SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
11we urge the Speaker of the House to request and approve the
12scheduling of either a House State Government Administration
13Committee or Personnel & Pensions Committee hearing during the
14November 2022 Veto Session to hear testimony from the
15appropriate Administration and Department of Central
16Management Services officials on this important policy change;
17and be it further
 
18    RESOLVED, That members of the public, representing State
19retirees, be invited to provide testimony on what the
20healthcare provider changes will mean for them and their
21families; and be it further
 
22    RESOLVED, That suitable copies of this resolution be

1delivered to Governor JB Pritzker, the Speaker of the Illinois
2House of Representatives Emanuel Chris Welch, and the Director
3of the Illinois Department of Central Management Services.
