1    AN ACT concerning government.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Illinois South Asian American Advisory
5Council Act is amended by changing Section 1, 5, 10, 15, 20,
6and 25 as follows:

10    Sec. 1. Short title. This Act may be cited as the Illinois
11South Asian Indian American Advisory Council Act.

16    Sec. 5. Definitions. As used in this Act:
17    "South Asian" "Indian" means a person descended from any
18of the countries of the South Asian subcontinent that are not
19primarily Muslim in character, including India, Bhutan, Nepal,
20and Sri Lanka.
21    "Council" means the Illinois South Asian Indian American
22Advisory Council created by this Act.

5    Sec. 10. Illinois South Asian Indian American Advisory
6Council. There is hereby created the Illinois South Asian
7Indian American Advisory Council. The purpose of the Council
8is to advise the Governor and the General Assembly on policy
9issues impacting South Asian Indian Americans and immigrants;
10to advance the role and civic participation of South Asian
11Indian Americans in this State; to enhance trade and
12cooperation between South Asian Indian-majority countries and
13this State; and, in cooperation with State agencies, boards,
14and commissions, to build relationships with and disseminate
15information to South Asian Indian American and immigrant
16communities across this State.

21    Sec. 15. Council members.
22    (a) The Council shall consist of 21 voting members. The
23Governor shall appoint one voting member, who shall act as the
24chairperson of the Council and serve as the representative of

1the Office of the Governor. The Governor, the President of the
2Senate, the Speaker of the House of Representatives, the
3Minority Leader of the Senate, and the Minority Leader of the
4House of Representatives shall each appoint 4 members of the
5public to the Council, who shall also serve as voting members.
6    (b) Appointing authorities shall ensure, to the maximum
7extent practicable, that the Council is diverse with respect
8to race, ethnicity, age, gender, faith, sexual orientation,
9language, country of origin, and geography.
10    (c) Appointments to the Council shall be persons of
11recognized ability and experience in one or more of the
12following areas: higher education, business, international
13trade, law, social services, human services, immigration,
14refugee services, community development, or health care.
15    (d) Appointed members of the Council shall serve 2-year
16terms. A member shall serve until his or her successor shall be
17appointed. Members of the Council shall not be entitled to
18compensation for their services as members.
19    (e) The following officials shall serve as ex officio,
20nonvoting members of the Council: the Deputy Director of the
21Office of Trade and Investment within the Department of
22Commerce and Economic Opportunity, or his or her designee, and
23the Chief of the Bureau of Refugee and Immigrant Services
24within the Department of Human Services, or his or her
25designee.
26    The following State agencies shall also each appoint a

1liaison to serve as an ex officio, nonvoting member members of
2the Council: the Department of Commerce and Economic
3Opportunity, the Department of Financial and Professional
4Regulation, the Department of Human Services, the Department
5on Aging, the Department of Children and Family Services, the
6Department of Healthcare and Family Services, the Department
7of Public Health, the Department of Central Management
8Services, the Illinois State Board of Education, the Illinois
9Board of Higher Education, and the Illinois Community College
10Board.
11    (f) The Council may establish committees that address
12certain issues, including, but not limited to, communications,
13economic development, and legislative affairs.
14    (g) The Office of the Governor shall provide
15administrative and technical support to the Council, including
16a staff member to serve as ethics officer.

21    Sec. 20. Meetings. The Council shall meet at least once
22per each calendar quarter. In addition, the Council may hold
23up to 2 public hearings annually to assist in the development
24of policy recommendations to the Governor and the General
25Assembly. All meetings of the Council shall be conducted in

1accordance with the Open Meetings Act. Eleven members of the
2Council shall constitute a quorum.

7    Sec. 25. Reports.
8    (a) The Council shall issue semi-annual reports on its
9policy recommendations to the Governor and the General
10Assembly by June 30th and December 31st of each year.
11    (b) The reports on policy recommendations shall focus on,
12but are not limited to, the following: (i) policy issues
13impacting South Asian Indian Americans and immigrants; (ii)
14advancement of the role and civic participation of South Asian
15Indian Americans in this State; (iii) enhancement of trade and
16cooperation between South Asian Indian-majority countries and
17this State; and (iv) building relationships with and
18disseminating information to, in cooperation with State
19agencies, boards, and commissions, South Asian Indian American
20and immigrant communities across this State.

22    Section 99. Effective date. This Act takes effect January
231, 2023.
