AMENDMENT TO SENATE BILL 1104

2    AMENDMENT NO. ______. Amend Senate Bill 1104 as follows:
 
3on page 5, immediately below line 4, by inserting the
4following:
5        "(10) Pursuant to Public Act 102-662, the General
6    Assembly has determined that to provide the highest
7    quality of life for the residents of Illinois and to
8    provide for a clean and healthy environment, it is the
9    policy of this State to rapidly transition to 100% clean
10    energy by 2050. Reducing carbon dioxide and copollutant
11    emissions in a manner that does not threaten electric
12    reliability and resource adequacy is essential to the
13    health and safety of all Illinois citizens. Coal-fueled
14    generation located in Illinois, and particularly in the
15    downstate region, has recently been retired or will be
16    retired by no later than the end of 2027. Natural
17    gas-fueled generation located in Illinois is currently

1    required to curtail operations if emission limits are
2    exceeded pursuant to Public Act 102-662.
3        (11) Reliable electric service at all times is
4    essential to the functioning of a modern economy and of
5    society in general. The health, welfare, and prosperity of
6    Illinois citizens, including the attractiveness of
7    Illinois to business and industry, requires the
8    availability of sufficient electric generating capacity,
9    including energy storage capacity, to meet the demands of
10    consumers and businesses in this State at all times."; and
 
11on page 5, by replacing lines 7 through 19 with the following:
12    "(a) The Illinois Regional Generation Reliability Task
13Force is created. The Task Force shall examine the State's
14current progress toward its renewable energy resource
15development goals and monitor the reliability of the Illinois
16power grid and the status of CO2e and copollutant emissions
17reductions, the current status and progress toward developing
18and implementing green hydrogen technologies, and the current
19and projected status of electric resource adequacy and
20reliability throughout the State. The Task Force should
21consider the impacts of climate change on Illinois residents
22and the present and future needs of Illinois consumers while
23simultaneously investigating, and recommending solutions for,
24any issues related to the performance and reliability of power
25generation and transmission and being mindful of the ultimate

1cost to consumers.
2    (b) The duties and responsibilities of the Task Force
3include the following:
4        (1) Identifying and assessing policies, rules, laws,
5    and risks that have the potential to significantly affect
6    the reliability of the regional electric transmission
7    grids and increase greenhouse gas emissions."; and
 
8by replacing line 23 on page 6 through line 17 on page 9 with
9the following:
 
10    "Section 15. Membership; meetings.
11    (a) The members of the Illinois Regional Generation
12Reliability Task Force shall be composed of the following:
13        (1) one Senator, appointed by the President of the
14    Senate, who shall serve as a co-chair of the Task Force;
15        (2) one member of the House of Representatives,
16    appointed by the Speaker of the House of Representatives,
17    who shall serve as a co-chair of the Task Force;
18        (3) one Senator, appointed by the Minority Leader of
19    the Senate;
20        (4) one member of the House of Representatives,
21    appointed by the Minority Leader of the House of
22    Representatives;
23        (5) one member who is a State employee with
24    responsibility for establishing State energy policies,

1    appointed by the Governor;
2        (6) one member of a State or local labor organization,
3    appointed by the President of the Senate;
4        (7) one representative from the PJM Regional
5    Transmission Organization, designated by PJM;
6        (8) one representative from the PJM Independent Market
7    Monitor organization, designated by the PJM Independent
8    Market Monitor organization;
9        (9) one representative from MISO Regional Transmission
10    Organization, designated by MISO;
11        (10) one representative from the MISO Independent
12    Market Monitor organization, designated by the MISO
13    Independent Market Monitor organization;
14        (11) 6 representatives from 6 different power
15    generation companies that operate in the PJM or MISO
16    regional transmission organization, 3 appointed by the
17    President of the Senate and 3 appointed by the Speaker of
18    the House of Representatives;
19        (12) one representative from a minority-owned
20    geothermal company, appointed by the President of the
21    Senate;
22        (13) 3 representatives from environmental groups,
23    appointed by the Governor;
24        (14) the Director of the Illinois Power Agency or the
25    Director's designee;
26        (15) the Director of the Environmental Protection

1    Agency or the Director's designee;
2        (16) the Chair of the Illinois Commerce Commission, or
3    the Chair's designee;
4        (17) 2 representatives from a renewable energy
5    generation company or a trade association representing
6    wind or solar generators, appointed by the President of
7    the Senate;
8        (18) one representative of a transmission company in
9    the PJM or MISO RTO, appointed by the President of the
10    Senate;
11        (19) one representative of an electric distribution
12    utility serving more than 500,000 but less than 3,000,000
13    customers in this State, its affiliated transmission
14    company, or its designated representative, as applicable,
15    that operates in MISO Zone 4, designated by MISO; and
16        (20) one representative from an electric utility that
17    operates distribution in the PJM regional transmission
18    organization in Illinois with over 60,000 miles of primary
19    distribution conductor miles and more than 400 megawatts
20    of interconnected distribution facilities, designated by
21    PJM, or a representative from a company that operates
22    transmission in the PJM regional transmission organization
23    in Illinois with an average hourly load in Illinois that
24    exceeds 10,000 megawatts, designated by PJM.
25    (b) Appointments for the Task Force shall be made by July
261, 2022. The Task Force shall hold 7 meetings annually, either

1remotely or in person, and the first meeting shall be held
2within 30 days after appointments are made.
3    (c) Members of the Task Force shall serve without
4compensation.
5    (d) The Illinois Commerce Commission shall provide
6administrative support to the Task Force in conjunction with
7the Independent Market Monitors for the MISO and PJM Regional
8Transmission Organizations."; and
 
9on page 10, by replacing lines 3 through 5, with "a second
10report on February 1, 2024, to the General Assembly upon the
11completion of its meeting schedule."; and
 
12on page 10, immediately below line 5, by inserting the
13following:
 
14    "Section 25. Repealer. This Act is repealed 2 years after
15its effective date.".
