AMENDMENT TO SENATE BILL 1276

2    AMENDMENT NO. ______. Amend Senate Bill 1276 by replacing
3everything after the enacting clause with the following:
 
4    "Section 5. The Law Enforcement Camera Grant Act is
5amended by changing Section 10 as follows:
 
6    (50 ILCS 707/10)
7    Sec. 10. Law Enforcement Camera Grant Fund; creation,
8rules.
9    (a) The Law Enforcement Camera Grant Fund is created as a
10special fund in the State treasury. From appropriations to the
11Board from the Fund, the Board must make grants to units of
12local government in Illinois for the purpose of (1) purchasing
13in-car video cameras for use in law enforcement vehicles, (2)
14purchasing officer-worn body cameras and associated technology
15for law enforcement officers, and (3) training for law
16enforcement officers in the operation of the cameras. Subject

1to appropriations and only after all law enforcement agencies
2have received sufficient funding through grants allowing
3compliance with the mandates of Section 10-15 of the Law
4Enforcement Officer-Worn Body Camera Act, shall any remaining
5funds be used for data and storage fees and additional
6personnel on a pro-rata basis.
7    Moneys received for the purposes of this Section,
8including, without limitation, fee receipts and gifts, grants,
9and awards from any public or private entity, must be
10deposited into the Fund. Any interest earned on moneys in the
11Fund must be deposited into the Fund.
12    (b) The Board may set requirements for the distribution of
13grant moneys and determine which law enforcement agencies are
14eligible.
15    (b-5) The Board shall consider compliance with the Uniform
16Crime Reporting Act as a factor in awarding grant moneys.
