SYNOPSIS AS INTRODUCED:
 
230 ILCS 5/12.3 new

    Amends the Illinois Horse Racing Act of 1975. Provides that the Illinois Racing Board shall conduct a study analyzing the conduct of advance deposit wagering and submit its finding to the General Assembly no later than November 1, 2021. Provides that the study shall include any trends in advance deposit wagering from inception to present day, the growing percentage of total horse racing bets that are made through advance deposit wagering, and the history of distribution of net revenues from advance deposit wagering provided to advance deposit wagering licensees, organization licensees, and horsemen purse accounts. Effective immediately.

1    AN ACT concerning gaming.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Illinois Horse Racing Act of 1975 is
5amended by adding Section 12.3 as follows:
 
6    (230 ILCS 5/12.3 new)
7    Sec. 12.3. Advance deposit wagering study.
8    (a) As used in this Section, "net revenues" means total
9revenues generated by advance deposit wagering less winning
10wagers and taxes paid out.
11    (b) To fulfill the purpose of this Act in promoting and
12protecting the sport of horse racing in all its forms, the
13General Assembly desires information useful to the continued
14development of appropriate public policy. In that regard, it
15is recognized that when advance deposit wagering was
16introduced in Illinois, the expectation was that, on a
17percentage basis, the net revenues from those wagers would be
18equally distributed between the organization licensees,
19horsemen purses, and advance deposit wagering licensees.
20    (c) The General Assembly recognizes that advance deposit
21wagering within the Illinois horse racing industry has evolved
22since its initial introduction and that it is appropriate to
23examine how, on a percentage basis, net revenues from advance

1deposit wagering are being allocated between purses for
2horsemen, organization licensees, and advance deposit wagering
3licensees.
4    (d) The Board shall conduct a study analyzing the conduct
5of advance deposit wagering in Illinois to understand and
6report on:
7        (1) any trends in advance deposit wagering from
8    inception to present day, including the making of advance
9    deposit wagers at tracks and inter-track wagering
10    locations, and the growing percentage of total horse
11    racing bets that are made through advance deposit
12    wagering; and
13        (2) the history of distribution of net revenues, on a
14    percentage basis, from advance deposit wagering, including
15    details on amounts, from inception to the present day,
16    provided to advance deposit wagering licensees,
17    organization licensees, and horsemen purse accounts.
18    (e) The Board shall submit its findings to the General
19Assembly no later than November 1, 2021.
20    (f) This Section is repealed on November 1, 2022.
 
21    Section 99. Effective immediately. This Act takes effect
22upon becoming law.
