2 | Be it enacted by the People of the State of Illinois,

3 | represented in the General Assembly:

4 | Section 5. "An Act concerning civil law", approved August | |||||||||||||||||||||||
5 | 22, 2005 (Public Act 94-653), as amended by "An Act concerning | |||||||||||||||||||||||
6 | civil law, approved December 13, 2019 (Public Act 101-607), is | |||||||||||||||||||||||
7 | amended by changing Section 5 as follows: | |||||||||||||||||||||||

9 | Sec. 5. The Illinois Department of Natural Resources Human | |||||||||||||||||||||||
10 | Services is hereby authorized to grant and convey and | |||||||||||||||||||||||
11 | quitclaim any and all rights held under the terms of a Grant of | |||||||||||||||||||||||
12 | Conservation Right and Easement dated May 7, 2008 and recorded | |||||||||||||||||||||||
13 | August 23, 2008 as Document Number 0817631024 in the | |||||||||||||||||||||||
14 | Recorder's Office of Cook County, Illinois permanent | |||||||||||||||||||||||
15 | conservation easement to the Chicago Park District, a park | |||||||||||||||||||||||
16 | district organized and existing under the laws of the State of | |||||||||||||||||||||||
17 | Illinois. Illinois Department of Natural Resources or to the | |||||||||||||||||||||||
18 | Chicago Park District on a parcel containing 30 acres, more
or | |||||||||||||||||||||||
19 | less, that is located in Section 18, Township 40 North, Range | |||||||||||||||||||||||
20 | 13 East of the third principal meridian, Cook County, | |||||||||||||||||||||||
21 | Illinois, situated to the West and South of the Chicago Read | |||||||||||||||||||||||
22 | Mental Health Center, for the purpose of preserving and | |||||||||||||||||||||||
23 | protecting the wetlands and forested area for the benefit of |

facility, the community, and the general | ||||||

4 | Section 10. "An Act concerning property", approved August | ||||||
5 | 9, 2019, Public Act 101-361, is amended by changing Sections | ||||||
6 | 15 and 30 as follows: | ||||||

8 | Sec. 15. (a) The Director of the Department of Natural | ||||||
9 | Resources, on behalf of the State of Illinois, is authorized | ||||||
10 | to execute and deliver to the City of Wyoming, a municipality | ||||||
11 | organized and existing under the laws of the State of | ||||||
12 | Illinois, of the County of Stark, State of Illinois, for and in | ||||||
13 | consideration of $1.00 paid to the Department, a quitclaim | ||||||
14 | deed to the following described real property, to wit: | ||||||
15 | A tract conveyed to the State of Illinois, Department of | ||||||
16 | Conservation (now Department of Natural Resources ) by deed | ||||||
17 | dated February 10, 1969, and recorded July 17, 1969, as | ||||||
18 | ( Document Number 53205 in the Recorder's Office of Stark | ||||||
19 | County, Illinois and ) described as : | ||||||
20 | All of the Chicago, Rock Island and Pacific Railroad | ||||||
21 | Company's abandoned right of way in Lot 1, Block 10 ; and | ||||||
22 | part of Lot 3, Block 9 of Giles C. in Dana's Addition to |

2 | Railroad Company's main track centerline as formerly | ||||||

6 | (b) The conveyance of real property shall be made subject | ||||||
7 | to: (1) existing public utilities, existing public roads, and | ||||||
8 | any and all reservations, easements, encumbrances, covenants, | ||||||
9 | and restrictions of record; and (2) the express condition that | ||||||
10 | if the real property ceases to be used for public purposes, it | ||||||
11 | shall revert to the State of Illinois, Department of Natural | ||||||
12 | Resources.

17 | to exchange certain real property in Pulaski County, Illinois, | ||||||
18 | hereinafter referred to in this Section as Parcel 1, for | ||||||
19 | certain real property of equal or greater value in Pulaski | ||||||
20 | County, Illinois, hereinafter referred to in this Section as | ||||||
21 | Parcel 2, the Parcels being described as follows: | ||||||
22 | PARCEL 1: |

1 | The North 86 106 feet of the following described tract of | ||||||
2 | land conveyed to the People of the State of Illinois, | ||||||
3 | Department of Natural Resources, Springfield, IL., by | ||||||
4 | Warranty Deed dated June 19, 2009, recorded June 25, 2009, | ||||||
5 | Document No. 24582, in Book 257, Page 816, described as | ||||||
6 | follows to-wit: | ||||||
7 | "A tract of land in the Southwest Quarter of the Northwest | ||||||
8 | Quarter of Section 14, Township 14 South, Range 1 East of | ||||||
9 | the 3rd P.M., more particularly described as follows: | ||||||
10 | Beginning at the Northwest corner of the Southwest Quarter | ||||||

11 | (c) The conveyance of Parcel 1 as authorized by this | ||||||
12 | Section shall be made subject to existing public utilities, | ||||||
13 | existing public roads, and any and all reservations, | ||||||
14 | easements, encumbrances, covenants, and restrictions of | ||||||
15 | record. | ||||||
16 | (d) The Director of the Department of Natural Resources | ||||||
17 | shall obtain an opinion of title from the Attorney General | ||||||
18 | certifying that the State of Illinois will receive | ||||||
19 | merchantable title to the real property in this Section | ||||||
20 | referred to as Parcel 2.

22 | Section 99. Effective date. This Act takes effect upon | ||||||
23 | becoming law.
